Mike Tauriainen, P.E. McLane and Aasociatee, Inc. Winco, Cortheli, Bryson in reviewing the proposals for these firms and talking with each firm, it appears that all have submitted proposala consistent with the City's request. All firma are currently doing work for the City and have established track record$ in this type of work, One problem that comes upp, especially with a project such as this, is the clear dofinition of acope for engineering services. The aeopo cannot accurately be established until all information can be gathered from the variou© ontitiea of the City that may have input (Planning and Zoning, City Council, Parks and Recreation, Adminintration, Public works, etc.). in 'affect, these groups and ultimately the City Council will decide the extent and character of development for. Section 36. From an engineer'a perspective, it is very difficult to give a firm pproponal as to the effort and coat needed. One is to award the project to one firm and hope additional work is not created, McLane and Associates should be a gaud choice for this because of their extensive planning and surveying experience and the ability now to perform soils testing and engineering in-house. The other two firms have retained competent firms to assist them with portions of the work (mostly surveying). Another way to proceed is to have a firm take the project through the master planning phase to accurately lefine the work. This would include all meetings, data gathering, and presentation of schematica, of which, one schematic would then be accepted as the course to follow. At this point, the City could ask for new proposals or negotiate with the same firm to completely plat and engineer the project and be much more certain of work expendi- tures and costs. McLane has indicated that 04,000 could accomplish this phase. I personally would recommend the second method of proceeding. However we proceed, I would like to stress the importance of having the entire project completed as planned. The proper panning and engineering will benefit all City residents through higher property values and lower system maintenance costs. WHEREAS, the City of Kenai received proposals from the following firms: Professional Design A.ssociates Mike Tauriainen, P.E. Wince, Corthell, Bryson McLane and Associates A & S Engineers, Inc. WHEREAS, the Public Works Department and the Council of the City of Kenai feel that it is in the best interest of the City to award this project to McLane & Associates. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, that a contract be awarded for engineering design services to McLane and Associates for the design of the project entitled, "Subdivision Development, Section 36 Bluff Area" for a not -to -exceed amount of 009,100.
