a. Discussion/Recommendation – Memorandum of Agreement with U.S. Fish and
Wildlife Service (USFWS) and Alaska State Parks
MOTION:
Commissioner Dodge MOVED to recommend Council approve the Memorandum of Agreement
with USFWS and Alaska State Parks; Commissioner Zirul SECONDED the motion. There were
no objections; SO ORDERED.
b. Discussion/Recommendation – EAN Holdings, LLC Request for On-Airport Car
Rental Business
MOTION:
Commissioner Dodge MOVED to recommend Council approve the on-airport car rental
concession with EAN Holdings, LLC and Commissioner Minelga SECONDED the motion. There
were no objections; SO ORDERED.
7. REPORTS
a. Airport Manager - Bondurant reported on the current hiring process, the tri-annual
mass casualty drill, an upcoming pre-season meeting for winter operations, an update
of the Kenai Municipal Airport project, and a fire-training grant. She also noted she
attended the Northwest Chapter American Association of Airport Executives
(NWAAAE) Conference in Fairbanks on September 23 – 25.
b. City Council Liaison – Knackstedt reported on the September and October City
Council meetings actions.
8. NEXT MEETING ATTENDANCE NOTIFICATION – November 14, 2019
Commissioner Zirul noted he would be out of town and unable to attend the meeting.
9. COMMISSIONER COMMENTS AND QUESTIONS
Commissioner Bielefeld noted a public observation area at the south end of the airport was
needed.

Recommendation -Vending Machine Concession
The current airport vending machine concession expires 12/31/2019. The Airport
advertised an Invitation to Bid on November 5 & 8, 2019 . One bid was received.
Tyler Distributing Company, Inc. agrees to pay a minimum quarterly guarantee of
$633.00 .
The term of the agreement is from January 1, 2020 through December 31, 2022 .
The agreement may be extended for two , one-year terms if the City and the
Concessionaire mutually agree in writing .
A current Certificate of Insurance is on file with the City and Tyler Distributing
Company is current i n all fees owed.

SUBJECT: October Mid-month Report
2018 Terminal Rehabilitation Project -Construction: This project is well underway with
new changes every week. Construction is completing on the west side ramp and
beginning at the north end, both inside and out.
2019 Airfield Marking , Crack Sealing, & Pavement Repair-This project is complete and
the closeout process will begin. This was a successful project accomplishing all tasks
with some additional marking tasks .
2019 Alaska Fire Training Facility Rehabilitation & Acquire Aircraft Rescue and
Firefighting Trucks (ARFF) -The City received the FAA grant on September 20, 2019.
Pre-construction meetings for the equipment and building rehabilitation will be on
October 10 , 2019 starting at 9:30am.
In-house Activ ities -
Tri-annul Mass Casualty -The Tri-annual Mass Casualty Drill was held on October 2,
2019. The scenario was an active shooter on a RAVN aircraft. Thank you to the Kenai
Police and Fire along with other Airport Emergency Control plan participants and
volunteers for participating and volunteering to ensure we had a successful mock casualty
dri ll.
Pre-Winter Operations Meeting -The Airport's pre-season winter operations meeting for
all airport tenants and users w ill be held on October 23, 2019, 9:00a.m., in the City Council
Chambers.

Airport Recruiting -October 4 , 2019 was the final day for advertising of Airport winter
positions for the 2019-2020 winter season. Review of applications will start the week of
October 7th .

In-house Activities -
Airpo rt Recruiting -The Airport has successfully filled the second winte r seasonal position
and c reated a call out list for temporary equipment operators for the 2019-2020 season.
Ai rport Administration continues to work with City Administration on the development of
the new City-wide Land Management Plan.
A i rport Reserve Lease Lot Inspections -Lease lot inspections were conducted in October
an d November by t he Airport Manager, Airport Operations Supervisor, and the Kenai Fire
Marshall. Inspection reports will be completed and notifications sent to the lessee of facts
and f ind i ngs .

AK REAL ID -The Alaska DOT/PF and the Alaska Division of Motor Vehicles have
reached out and asked the Kenai Airport to partner with them in efforts to cover the
documentation needed by Alaskans to get a Federally Compliant Credential aka REAL
ID required by October 1, 2020. Beginning October 1, 2020 Alaska residents will need
one of the following forms of ID to fly on commercial airlines, visit or work on a military
base or other federal property: Alaska Read ID compliant driver's license or state ID or
a currently approved federal ID like a passport, military ID , Bureau of Indian Affairs card
with a photo or others .

Driver's License or Identification Card will not be enough.
If you do not have a REAL ID Driver's License or State ID, you will
need a federally compliant ID such as a passport, military ID,
federally issued tribal ID or other. For all accepted IDs visit :

Do my children need a REAL ID?
TSA does not currently require children under 18 to provide identification when
traveling w ith a companion within the United States. The companion needs
acceptable identification. Special rules apply to children traveling alone.
How do I get a REAL ID?
In person at your local OMV or Business Partner. For detailed
information visit doa.alaska.gov/dmv where you'll find:
Alaska OMV locations, including business partner offices.
A complete list of documents required to get a Real ID .
If you need a Real ID, please avoid the 2020 long OMV
summer lines and get your Real ID as soon as possible. We
encourage a mid-week appointment to save you time.

December Mid-month Report
2018 Terminal Rehabilitation Project -Construction: The Brothers Cafe is closed for
the month of December due to the terminal rehab project. Airport Administration has
moved back to their original location at the north end . Over the next three weeks the
north bathrooms should be open , more flooring installed, arrival entrance opened , and
improved overhead lighting . The Flight Information Display boards are now live . The
airlines were trained on how to input their master flight schedules and update flights if
needed; delayed, canceled , etc. Also, the new access control (card) door system has
been activated to enhance building security.
2019 A irfield Marking, Crack Sealing, & Pavement Repair -This project is in the
closeout stage .
20 19 A la s ka Fi re Training Facility Rehabilitation & Acquire Aircraft Rescue and
Firefi ghting Trucks (ARFF) -This project started on October 4, 2019. The building has
a new roof and the upgrades to the training equipment will begin in January.
Comp letion date is spring of 2020 .

Airport Operations -Mother Nature hit the Airport with over 14 inches of snow starting
Sunday, De cem be r 1. The Operations staff's snow and ice control efforts were successful
and the Airport was open at a ll t imes with no reported issues.

Airport Recruiting -The Airport has reopened the recruitment for temporary equipment
opera tors for the 2019-2020 season . The posting closes December 6, 2019.
Airport Administration continues to work with City Administration on the development of
the new City-wide Land Management Plan .

As part of our security program , we are required to implement a security awareness
program. Below is the quarterly email to tenants addressing safety concerns,
information, issues etc... Please read these and make them available to all
employees.
An airport is an enormous, complex operation, and while on the surface one

ba rrier against a possible terror attack -there is also a hidden threat from
inside the airport environment. This threat has no boundaries and exists
across all airports and countries. Here, the "ins ider'' has the ability to
overcome many of these overt security measures if they want to target and
threaten passengers or the wider population.
Insiders can include individual criminals, organized crime gangs, disgruntled
employees or even members of staff who, through failure to follow proper
security processes , leave airports vulnerable to external threats.
The most common examples of insider threat lie with individual members (or
groups) of staff who commit low-level crime in the airport. This can range from
smuggling drugs to theft from bags as they are processed through the
handling system . Organized crime networks also see airports as a legitimate
route to traffic drugs.
It is es sential that suspicious behaviors and indicators are recognized. Research

through a "communi ty approach" at airports. This involves everyone from
operators, airlines and third-party contractors, to law enforcement working in
collaboration and sharing key information. Addressing personnel security
wea knesses in airports whic h could allow hostile insiders to gain work there, is
essential. And, of course, this approach also includes the genera l public who are
encouraged to report anythi ng suspicious to the counter-terrorist hotline or airport
author it ies.
Pre-employment screening, vetting and ongoing security management of
employees can all be improved. Training programs for management and
supervisors a re essential for airports, and will provide them with skills to
identify, manage and resolve these threats. The value of managing the insider
risk should not be underestimated. By acknowledging and identifying the
threat and developing measures to combat it , we can make our airports safer
places for all passengers and the staff who service them.
