KENAl,AWIA ~ CITY OF KENAI RESOLUTION NO. 2020 -15 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, EXTENDING THE DISASTER EMERGENCY DECLARATION FOR THE CITY OF KENAI MADE ON MARCH 18, 2020 IN RESPONSE TO THE COVID-19 PANDEMIC . WHEREAS , the novel Coronavirus , known as COVID-19 can result in serious illness or death and has shown to be easily transmittable from person to person; and, WHEREAS, reducing the high risk of serious illness from COVID-19 is especially critica l to older adults and individuals who have pre-ex isting medical conditions ; and, WHEREAS, the World Health Organization declared COVID-19 as a pandemic on March 11, 2020; and , WHEREAS , the first coronavirus patient in Alaska was diagnosed in Anchorage on March 12, 2020 and other positive diagnoses have since occurred ; and , WHEREAS, Governor Mike Dunleavy issued a Declaration of Public Health Disaster Emergency on March 11, 2020 and the President of the United States issued a Proclamation Declaring a National Emergency on March 13, 2020; and, WHEREAS, on March 13, 2020 Governor Mike Dunleavy issued a mandate that public schools close to students between March 16 and March 30, 2020 and all after school activities have been suspended; and , WHEREAS, Governor Mike Dunleavy has further mandated the closure of certain public and private facilities ; a nd, WHEREAS, the Centers for Disease Control and Prevention (CDC) recommends that employers and others implement polic ies such as remote work and cancellation of mass gatherings to increase the physical distance between individuals to prevent the spread of COVID- 19; and , WHEREAS, many public and private facilities , gatherings, and other events have been cancelled or postponed in order to prevent the rapid transm ission of COVID-19; and , WHEREAS , these events ha ve a significant impact on bus iness , commerce, and the local economy now and potentially in the future, as there is no projected date for a potential vaccine or other treatment for COVID-19; and , Resolution No. 2020-15 Pa g e 2 of 2 WHEREAS, the City expects that the continued impact of COVID-19 will be of a severity and magnitude that is beyond the authority and capacity of the City to provide effective response ; and , WHEREAS , pursuant to AS 26 .2 3.1 40 the City Manager as the principal executive officer has issued a Disaster Emergen cy Declaration on March 18, 2020 for a period no t to exceed 7 days, and authoriz ing the extension of the Disaster Emergenc y Declaration is in th e best interest of the City of Kenai given the nature of the pandemic and ex pected impacts. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI , ALASKA: Section 1. That the City Council of Kenai extends for 90 days or until repea led sooner, the Disaster Emergency Declaration issued by t he C ity manager pursuant to AS 26 .23.140, due to the current and expected imm ine nt impacts of t he COVID-19 pandemic . Section 2 . That the City request s t hat the State of A laska provide disaster assista nce t o the City by making avai lable resources as needed in th e ongo in g respo nse and recovery fro m the c urrent an d pote ntial impacts of t his pandem ic, to provide ind ividua l ass ist ance for affected bus inesses a nd in dividua ls, an d to provi de tec hni cal expertise and g uidance, to help the City in its respo nse and recovery from th is eve nt. Secti on 3. That th e City additi ona ll y req uests assist ance from federa l agencies w here state capa bil it y is not adeq ua te. Section 4. That a co py of this declarati on w ill be promptly fi led w ith the A laska Div ision of Homeland Securit y and E mergency Management. Section 5.
