RESOLUTION NO. 2020-18

A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AWARDING A
CONTRACT TO PROVIDE A CYBERSECURITY AUDIT.
WHEREAS, after advertising a Request for Proposals, the following proposals were received and
ranked by City Administration:

WHEREAS, Securance Consulting will provide the best value to the City based on evaluation
criteria of the proposer's experience, qualifications of key staff, available resources, methodology
and approach of the work to be performed, and cost; and,

WHEREAS, the recommendation from City Administration is to award the contract to Securance
Consulting; and,
WHEREAS, the City accepted and appropriated a grant from the Department of Homeland
Security which included $35,000 for a Cybersecurity audit.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA:
Section 1. That the contract to provide a Cybersecurity Audit is awarded to Securance
Consulting for the total amount of $34,968.
Section 2. That this resolution takes effect immediately upon passage.

SUBJECT: Resolution 2020-18 — Cybersecurity Audit
The City received a grant from the Department of Homeland Security in the amount of $35,000 to
preform a Cybersecurity Audit. This grant was accepted and the money was appropriated via
Ordinance 3093-2019. A request for proposals (RFP) was issued on March 13, 2020 with
proposals due on April 2, 2020. A total of 16 proposals were received with two being deemed
non-responsive.
The evaluation committee included Katja Wolfe, Ben Hanson (IT Director for the Borough), and
myself. The committee evaluated the 14 responsive proposals and determined that Securance
Consulting was the highest scoring proposer. The total cost of this proposal is $34,968 which is
within the budgeted amount. Given the current restrictions on travel due to Covid-19, this audit
will be performed remotely.
I would respectfully request that council award this contract to Securance Consulting.
