HomeMy WebLinkAboutResolution No. 2020-20KENAI Sponsored by: Mayor Brian Gabriel CITY OF KENAI RESOLUTION NO. 2020-20 A RESOLUTION OF THE CITY OF KENAI, ALASKA, SUPPORTING H.R. 6467 -CORONAVIRUS COMMUNITY RELIEF ACT, PROVIDING ENHANCED CORONAVIRUS RELIEF FUNDS TO UNITS OF LOCAL GOVERNMENTS WITH A POPULATION OF 500,000 OR LESS. WHEREAS,the World Health Organization declared COVID-19 a pandemic on March 11, 2020; and, WHEREAS, Governor Mike Dunleavy issued a Declaration of Public Health Disaster Emergency on March 11, 2020; and, WHEREAS, President Donald J Trump issued a proclamation declaring a National Emergency on March 13,2020; and, WHEREAS, President Donald J Trump declared a major disaster exists in the State of Alaska on April 9, 2019; and, WHEREAS, Governor Mike Dunleavy has issued numerous health mandates closing certain businesses, restricting travel, closing schools, requiring social distancing and people to generally stay home; and, WHEREAS, the actions and leadership of our federal and state governments coupled with the response of Alaskan residents has seemingly successfully 'flattened the curve' and reduced the potential spread of COVID-19 in Alaska; and, WHEREAS, the government actions while effective, have significantly impacted our local economy and the ability of the City of Kenai to provide government services; and, WHEREAS, the City is conservatively projecting a decrease in sales tax revenue of over one million dollars for the upcoming year compared to the prior year, as well as large reductions in other sources of revenue; and, WHEREAS, the City has had to close to the public its library, recreational center, senior center, athletic facility and other public infrastructure while continuing to provide the needed services as best it can; and, WHEREAS, the Kenai Municipal Airport, remains open providing services to the traveling public, but with closed businesses and others operating at reduced hours decreasing airport revenue; and, WHEREAS, other much needed relief packages have been directed to protect private businesses, workers, state governments and cities with a population over 500,000; and Resolution No. 2020-20 Page 2 of 2 WHEREAS, H.R. 6467- Coronavirus Relief Act, would be the first legislation intended to financially support small local governments like the City of Kenai, and help replace lost revenue enabling the City to continue providing needed public services. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA Section 1. That the City Council of Kenai strongly supports the passage of H.R. 6467 - Coronavirus Community Relief Act, providing for an enhanced Coronavirus relief fund for units of government with a population of 500,000 or less. Section 2. That this resolution takes effect immediately upon passage. Section 3. That upon passage, a copy of this legislation shall be forwarded to U.S President Donald J Trump, U.S. Congressman Don Young, U.S. Senator Lisa Murkowski, and U.S. Senator Dan Sullivan.
