HomeMy WebLinkAboutOrdinance No. 3125-2020JC Sponsored by: Administration K~NAI CITY OF KENAI ORDINANCE NO. 3125-2020 AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI , ALASKA, ACCEPTING AND APPROPRIATING ADDITIONAL NUTRITION, TRANSPORTATION AND SUPPORT SERVICES GRANT FUNDS FROM THE UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES PASSED THROUGH THE STATE OF ALASKA DEPARTMENT OF HEALTH AND SOCIAL SERVICES FOR KENAI SENIOR CENTER EXPENDITURES IN SUPPORT COVID-19 PANDEMIC RESPONSE . WHEREAS, the City of Kenai receives funding for the Senior Center through the State of Alaska Title Ill Nutrition, Transportation and Services Grant; and, WHEREAS , the State of Alaska received additional COVID-19 Pandemic funding forthe provision of mea ls, food boxes and other forms of nutrition for Alaskan seniors; and, WHEREAS, the Senior Center has been providing additional home meals through the COVID-19 Pandemic; and, WHEREAS, the Senior Center applied for a supplemental grant through the State of Alaska and has been awarded a grant in the amount of $18,375; and, WHEREAS , acceptance of this grant is in the best interest of the City and its residents . NOW , THEREFORE , BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI , ALASKA, as follows: Section 1. That the City Manager is authorized to accept a grant in the amount of $18,375 from the United States Department of Health and Human Services passed through the State of Alaska Department of Health and Social Services for Kenai Senior Center expenditures in support of its response to the COVID-19 Pandemic. Section 2 . That the estimated revenues and appropriations be increased as follows: Senior Citizen Fund : Increase Estimated Revenues - Federal Grants Increase Appropriations - Home Meals -Operating & Repair Supplies Congregate Meals -Operating & Repair Suppl ies $18.375 $13,781 4 .594 $18.375 Ord inance No . 3125-2020 Page 2 of 2 Section 3. Severability: That if any part or provision of this ordinance or application thereof to any person or circumstances is adjudged invalid by any court of competent jurisdiction, such judgment shall be confined in its operation to the part, provision , or application directly involved in all controversy in wh ich this judgment shall have been rendered, and shall not affect or impair the val idity of t he remainde r of this t itle or application thereof to other persons or circumstances. The City Council hereby declares that it would have enacted the remainder of this ordinance even without such part, provision, or application . Section 4. Effective Date: That pursuant to KMC 1.15.0?0(f), this ordinance shall take effect immediately upon enactment. ENACTED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, this 20th day of May, 2020. These funds are a pass-through grant from the United States Department of Health and Human Services in support of the COVID-19 Pandemic. I respectfully request consideration of the Ordinance accepting and appropriating these grant funds.
