AN ORDINANCE OF THE COUNCIL OF TIIE CITY
FOR THF. SUBMISSION OF CHARTER AMENDMENT
OF FUNDS OBTAINED FROM THE SALE OF CITY
ELECTION OF OCTOBER 2, 1979.

LANDS AT THE REGULAR
WHEREAS, the City of Kenai is obtaining some 300+ acres of land
in settlement of land entitlements from the State of Alaska,
and
WHEREAS, the City of Kenai has a significant number of acres
of land, excluding dedicated park lands, land reserved for
municipal purposes and airport trust lands, and -y

WHEREAS, the City is committed to the disposition of such
lands in a rational manner, a program for proper use of ;
such funds needs to be established to insure such funds
generatQd are utilized in the best interests of the entire
community. '4 .
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY
OF KENAI, ALASKA as follows:
Section 1. That the Council hereby directs that the ..~
propos tin set out in Section 2 hereunder be referred to
the electorate of the City of Kenai at the regular general
election of October 2, 197x.
Section 2. That the following proposition shall be sub-
mitted to the qualified voters of the City of Kenai at the
next regular election is substantially the same form as set
out hereinafter:
PROPOSITION
Shall a new section entitled: 'U se of proceeds from
the sale of non-dedicated, non-trust lands of the City
of Kenai" be added to the Charter of the City of Kenai
to read as follows:
"Use of Proceeds from Sale of Non-Dedicated, Non-Trust
Lands of the City of Kenai.
Section The proceeds from sale of non-
.- dedicated, ron-trust land are hereby dedicated to the funding
_ of Capftal Improvement within the City of Kenai (a) at the
,;_ ~ discretion of the Council such funds may be used to finance
the local share of approved assessment dfstrict.(b) at
the discretion of the Council, such funds may be used to fund
--- up to 50$ of the costs of street and drainage improvements
where no state or Federal funds are available. The balance
of any such stret or drainage project shall be apportioned

to the benefited properties by an approved assessment
district. (c) No capital project dF phase of a capital
project requiring local share funding in excess of
$500,000 shall be approved by the Council without
a referendum on the necessity of such project.~~
Section 3. All of the above elements of proposed
Charter change shall be treated as a single proposition
to be answered "yes" or "no" by the voters.

RESOLUTION NO 79-18
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAT, ALASKA EXTENDING THE LEASE
OF 7HE OLD LIBRF3'f BUILDING 70 THE KENAI F:STORICAL SOCIETY, INC.
WHEREAS, the City leased the "Old Library ?uilding" to the Kenai Historical
Society, Inc, in order that the building wruld be maintained and be made
available to the public for various public type activities, and
WHEREAS, the Historical Society has made t'~e building available for use by
a local church group and other activities, and
WHEREAS, the Historical Society is desiroLS of extending the lease on a year-
to-year basis.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Kenai, Alaska, that
the lease of the "01d Library Building" of the City of Kenai is hereby extended r
for one year until May iS, 1980 at the annual lease rate of X1.00. ..~~~`
