CITY OF KENAI
RESOLUTION NO. 2020 -58 (SUBSTITUTE)
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI , ALASKA, AUTHORIZING THE
AWARD OF A CONSTRUCTION AGREEMENT FOR THE KENAI BEACH VAULT RESTROOMS
PROJECT.
WHEREAS, the City of Kenai released an Invitation to Bid on June 14, 2020 with Bids due on
June 29, 2020 ; and
WHEREAS, the City received four bids as indicated below
Contractor Bid
Polar North Construction $359,850
Beachy Construction $431, 100
Boretide Construction $440,789
Building Specialties $520,250
WHEREAS , Polar North Construction was found to be the lowest responsive responsible bidder;
and ,
WHEREAS, the Director of Public Works recommends award to Polar North Construction is in the
best interest of the City; and,
WHEREAS, funding for this project is being provided through a Department of Commerce,
Community, and Economic Development Grant Agreement, Grant number 15-DC-078.
NOW , THEREFORE , BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI , ALASKA:
Section 1. That the Kenai City Council authorizes the City Manager to execute a construction
contract with Polar North Construction in the amount of $359,850; Issuance of Purchase Order to
Polar North Construction in the amount of $378,000 which includes $18,150 in contingency
funding for the pro cessing of change orders, approx imately 5%. Council sh a ll be notified of any
change orders during construction through the Director's Mid -Month Reports .
Section 2. That this Resolution takes effect immediately upon adoption.

SUBSTITUTE Resolution 2020-58 -Vault Restrooms
Update 711120: The Substitute Resolution now has the blanks filled in with the bids recei ved
information. While Polar North Construction is the low bidder, I would like Council to know the
bids came in significantly higher than anticipated. $180, 000 was allocated for this project and
Resolution 2020-58 authorizes a purchase order in the amount of $378, 000. As the grant which
is funding this work is being used to fund multiple projects, such as these vault restrooms, South
Beach 's Fee Shack, Little League Restrooms, and possibly a campground which is yet to be
determined, I would like Council to confirm that the vault restrooms remain a high priority item to
be completed.
Options for Council to consider, if costs as bid are acceptable to Council this Resolution may be
approved and the work will begin shortly. Council may also choose to not award this contract
and re-bid the project next spring. There is no guarantee the bids received will be lower however
depending on the amount of work available, more companies may choose to bid. Time may be
an issue next year as we would prefer they are operational before the Personal Fishery begins.
The Public Works Director will be in attendance at the Council meeting to answer any questions
or concerns council may have. Thank you for your consideration.
In coordination with Nelson Engineering, who designed the e xisting beach vault restrooms ,
construction documents were developed to provide four new vault restrooms in three different
locations. One new restroom will be located adjacent to the existing vault restrooms at the end
of South Spruce Street on North Beach , two new restrooms will be located adjacent to Meek's
trail on Kenai Avenue on North Beach , and one new restroom will be placed near the fee shack
at the end of Royal Street on South Beach .
Project was released for Bid on June 14, 2020 with Bids due on June 29, 2020 . As a result of
the bid due date being two days prior to the Council Meeting , a substitute Resolution will be
provided to Council the day of the meeting to fill in the XXXXXX information on the Resolution
included in the packet.
Temporary facilities will be provided during the upcoming personal use fishery similar to years
past. Construction will start after the fishery and is expe cted to be completed before winter sets
in.
Council's support is respectfully requested .
