Section 1:

Ordinance No. 269-75 is hereby repealed in its
Seetion 2: Title Four, Uniform Codes, attached hereto and
inem, po~eted herein by reference, is hereby adopted.
Section 3: A.-.:'lcle 8ix, Fire Prevention Code, as emended
by Ordinance No. 259-75, is hereby deleted in its entirety from
the Uniform Codes, Title Four, end hereby inserted in its
entirety into the Fire Prevention Code, Title Eight, Chapter Five.

Uniform Building Code Adopted
There is hereby adopted for the purpose of estabZishing rules end
regulations for the construction, alteration, removal, demolition,
equipment, use and occupancy, location and ~naintenance of build-
ings and structures, including permits e~nd penalties, that certain
bound volume known as the "Uniform Building Code", 1976 Edition,
of the International Conference of Building Officials, including the
appendices, except for such portions as ~e herein deleted, modified,
or amended, and the same is hereby adopted and incorporated as
fully as ff set out verbatim herein.
Building Official - Inspectors
The Building Official of this City shall have the powers, dutics
and functions prescribed fo~' ihe "building official" by the Uni-
form Building Code, adopted by Section 4.05.010 provided that
the said powers, duties and functions may be performed by
authoidzed representatives of the Building Official and under
his supervision and control.
The City Administrator shall be Ex Officio Building Official
unless he appoints another person to bc Building Official.
The authorized representatives of the Building Official refer-
red to above, when and if appointed, shall be appointed by
the City Administrator.

Section 303(a) Amen(~ed ~ Permft Fees
The first parflgrnph of See, 303 (a) of the Building Code adopted by
this Chapter is a~ended to read as follows:
"See. 303 (a) Building Pe~nit Fees. A fee for each building permit
shall be paid to the Building Official as set forth in Table No. 3-A,
except that fees shall be charged for new construction of Group
and Group M-I occupancies, or portion.~ thereof as follows:
(1) Group R-3 ............ $0.09 per square foot of
foundation area.
(2) Group M-I-
$0.04 per square foot of

There is hereby adopted for the purpose of establishing rules and
regulations to promote the development of better sign construction
and to provide minimum standards to safeguard life, health, prop-
e~ and public welfare, by regulating structural requirements for
all signs and sign structures located outside of buildings, that
certain code known as the "Uniform Sign Code", 1976 edition, of
the International Conference of Building Officials, except for such
portions as are hereinafter deleted, modified or amended; and the
same is hereby adopted and incorporated as fully as if set out ver-
batim herein.
Building Official
The Building Official of this City shall have the powers, duties and
functions prescribed for the "Building Official" by the Uniform Sign
Code adopted by Section 4.15.010 provided that the powers, duties
and functions may be performed by authorized representatives of
the Building Official and under his super vision and control.
Section 304 Amended - Fees
See. 304 of the Sign Code adopted by this Chapter is amended to read
as follows:

ilating, cooling and refrigeration systems, that certain code known
as the "Uniform Mechanical Code", 1976 edition, of the International
Conference of Building Officials, including the appendices, except

There is hereby adopted for the purpose of establishing rules and

of plumbing and the installation, alteration or repair of plumbing
systems, that certain bound volume known as the "Uniform Plumbing
Code", 1976 edition, of the International Association of Plumbing and
Mechanical Officials, including the appendices, except for such pot ~
tions as a~e hereinafter deleted, modified or amended; and the same
is hereby adopted and incorporated as fully as if set out verbatim
herein.
Section 20.7 Amended - Fees
See. 20.7 of the Plumbing Code adopted by this Chapter is amended
to add the following:
~lf a building permit is issued, these fees shall be considered as
paid as a part of such permit fee. If no such building permit is is-
sued, then the fee schedule set forth herein shall apply."

National Electrical Code Adopted
There is hereby adopted for the purpose of establishing standards
governing the installation of electrical conductox's, fittings, devices
and flxtm, as, hereinafter referred to as "electrical equipment", with-
in ce on pubio and private buikiings and premises, that certain code
known as the "National Electrical Code", 1978 edition, except for
such portions as a~e hereinafter deleted, modified or amended; and
the same is hereby adopted and incorporated as fully as ff set out
verbatim herein.

No eleotric wiring for light, heat, or power shall bo installed here-
after in a buildinl~ or a structure, or on any premises, nm' shall
an alteration or extension of an existing electric wiring system be
made, except in conformity with the provisions of this Chapter
and the provisions of the National Electrical Code.
All eleet~tc wiring and other electrical installations shall be per-
fomned by experienced and capable electricians.

alteration, extension or repair of any electric wiring system,
without first obtstn!nit a permit for the work from the Building

Inspections
1. The Building Official shall, dm'lng the installation of an alee~
Irle wiring system, make the necessary inspections to assure
~omplianee with this Chapter.

covered or conct,~aled until it has been inspected and approved
by the Building Official.
The Building Official may order work to be stopped at any time,
should it be determined that it is not being carried out in accord*
anee with the provisions of this Clmpter or is a menace to the
safety and welfare of the public. It is unlaw for any person, firm
or ao~oration to proceed with such work afleF a stop-order has
been issued unless tho restriction is lifted and authorization to
proofed has boon given by tho Building Official.

Definitions
I. For the purposes of Chapter 35, the term "trail~n shall mean the
same as "mobile home*'.
Tho tom "lean-to'* shall moan an aceessoi~y structure attached and
appurtenant to a trailer.
Standards
Trailers placed or "set-up" for occupancy within the City of Kenal
shall conform to the following:
I. Those standards prescribed by AS 45.30.
The foundation area upon which the trailer is placed shall be
excavating to non-frost susceptible material oz. forty-two inches
from tho adjacent su~faee, whichever is the Iosse~' depth. Such
excavation shall be back*tiled with non-frost susceptible matei'ial
to the same or higher elevation as the su~ounding tel'rain.
Trailers shall bo placed upon substantiol blocking. "Substantial"
in this context shall mean adequate to support the tmtlei, and its
contents and sustain the shooks or vibrations of occupancy in
such fashion as to permit all doors or oxite from the trail~ to
operate in aocm'danee with their design.
4. The determination of adequate conformance to the standards speci-
fied herein shall be made by the Building Inspector.

Structures designed as lean-tos shall coz~form to all applicable
codes as adopted by the City of Kcnai, except that lean-tos may
be set on foundations as specified in Section 4.35.020 for trailer
foundations.
2. If any lean-to covers both exits from a trailer, then the lean-to
shall have two exits remote from each other.
Bui.l.ding Permits Applicable to Trailers and Lean-Tos
1. A building permit shall be obtained before trailer placement and
before starting construction of a lean-to.
2. The fees for a building permit for a trailer shall be computed at
the rate of four cents per square foot.
The fees for a building permit for a lean-to shall be computed at
the rate of four cents per square foot·
If work on placemnt of a trailer or construction of a lean-to is com-
menced before obtaining a building permit, the fees specified
herein shall be doubled. The penalty fee shall not relieve the
owner from complying with any other requirements of this chapter.
A_.ppHcation of Trailer Regulations
The provisions of this Chapter shall apply to trailers set up on indi-
vidual lots and to trailers moved from one location to another within
the City. Any improvements to existinff trailers or lean-tos shall com-
ply with this Chapter.

Board of Appeal_s_
The City Council shall sit as a Board of Appeals in order to provide
for f/mai interpretation of the provisions of this Title sad to hear
appeals provided for hereunder. The Board may adopt .reasonable
rules and regulations for conducting its business ~nd shall render
all decisions and findings in writing to the appellant with a copy to
the Building Official.
Penalty',
Any person, fir~ or corporation violating any of the provisions of
this TtIle shall be zuilty of a misdemeanor, and each such person
shall be deemed ~milty of a separate offense for each and every day or
portion thereof during which any violation of any of the provisions
of this Title is committed, continued or permitted; and upon convic-
tion ~f any such violation, such person shall be subject to punishment
by a fine of not more than One Hundred Dollars ($100).
C, onfltcttng provisions
If any provisions of the Uniform Codes hereby adopted by reference
conflict with any other provisions not so adopted contained in this
ordinance, then those provisions not so adopted by reference will
prevail.
