ORDINANCE NO. 397-78
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, FURTHER
PRESCRIBING AND OUTLINING THE POW'ERS, DUTIES AND FUNCTIONS OF THE
CITY MANAGER A8 ARE CONSISTENT WITH THE CITY CHARTER.
WHERBAS, it is in the best interest of the citizens of the City of Kenai for the
more efficient operation of their government to have an ordinance more specifi-
cally outlining and further prescribing the powers, duties and functions of the
City Manager as are consistent with the City Charter; and
WHEREAS, it is desirable to promote greater communication and understanding
between the City Manager and the City Cot~ncil by setting out such powers, duties
and functions.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Clly ct' Kenai, Alaska,
as follows:
Section I: Powers, Duties and Functions of the City Manager
In addition to and eonsietent with those powers, duties and functions of
the City Manager, as set forth in Section 3-2 of the Charter of the City
of Kenai, are the following:
The City Manager shall:
a. Hold a weekly staff meeting with all department heads to insure
adequate cross communication between the Depariments and City Manager as
relates to current and pending actions of the City. In addition, in preparing
annual budgets, the City Manager will include informational input from all
depa~-tment heads.
b. Work through duly elected appointees/representatives of the
Planning Commission (City of Kenai and Kenai Peninsula Borough) and the
Borough Assembly, so that all matters relating to those bodies may be
addressed as a unified City action.
c. Keep an active cheek list of Council questions and problems. He
should attempt to answer or dispose of the same as pz'iorittzed by the Council
within 36 hours of presentation ff possible, with copies to go to all Council
members.

d. Follow written policy set by the Couneil. The City Manager shall
not set policy.
e. Present all lease applications to the City Coucnil eompletely
filled out. Where applicable, the applications will first be presented to the
Kenai Advisory Planning Commission for its consideration.
f. Enter into no contracts or purchase a~n'eements in excess of $500,
except by prior approval of the City Council as mandated by and with the
exceptions contained in Section 7.15.030 of the Kenai Code.
g. Shall a~t as the Council's representative when present before
those bodies enumerated in paraltraph Co) preceding, but shall secure the
Cour~fl's prior approval, ff at all possible, before acting as the Council's
representative before any other body, assemblage, or business meeting not
within the boundaries of the City of Kenai. In any case, shall exercise
due diligence to abide by item d.
h. If appropriate, altm'natives will be submitted when Administration
presents proposed ordinances or resolutions.
