AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA , ESTAB-
I, ISHINO A RECREATION COMMISBION OF THE CITY OF KENAI0 AND ENACT-
ING TITLE XIX, RECREATION COM1VII$$ION, OF THE KENAI CODE IN ITl{
ENTIRETY.
WHEREAS, it has been determined that thex, e is a need for a Recreation Commis-
sion to plan and com'elate development, recreation facilities in the City of
Kenai.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Kenat that
Title I{IX, Recreation Commission, is hex'eby enneted in its entirety as ntteehed
hereto and ineox*pot, ated hex*etn by reference.

There is hereby created a Kenai Recreation Commission, which shall
consist of seven members who shall be nominated by the Mayor and
confirmed by the City Council. A chaixnTmn and a vice-chairman of
the Commission shall be selected annually and shall be elected from
and by the appointive members. The Mayor and one Council member
elected by the Council as ex-officio members of the C'~ommiasion and,
as consultants, may attend ail meetings, but they shall have no vote.

The Commission shall be required to do the following:
Develop, adopt, alter or revise, subject to approval by the City
Council, a master plan for the physical development of recrea-
tion faoiUtica for the City. Such master plan with aocempanytng
maps, plats, charts, descriptive and explanatory matter, shall
show the Commisaion*s recommendations fox. the development of
the City recreation facility may include, emong other things:
a. Development of the type, location and sequence of all public
recreation facilities.
b. The relocation, removal, extension or change of use of exist-
ing recreation facilities,
Submit annually to the City Manager and Council, not less than
ninety days prior to the beginning of the budget year, a list of
recommended capital improvements which in the opinion of the
Commission are necessary or desirable to be constructed during
the forthcoming three-yea~ pot, led. Such lt~t shall be m'ranl~ed
in order of preference, with recommendations as to which proj-
ects shall be constructed in which year.

4. Make and prepare reports, and plans for approval by ~he City
Council.
5. Coordinate pubUe efforts, individual and group, to the effeetua-
tion of approved plans.
$. Shah act in edvisory capacity in the selection of a Director of
Parks & Recreation.
Terms and Appointments to Vacancies of Commission Members
The term of each appointed member of the Commission shall be
three years, except initial appointments shall be for abbreviated
te~'lns so that terms in three years shall be staggered. The
terms shall be staggered so that three members shall be appoint-
ed every third year and two members shall be appointed in each
of the other years of every such three-year period.
Terms shall commence on January 1st of each year. Vacancies
shall be filled by appointment by the Mayor and confirmation of
the City Council as set out in the Charter of the City of Kensi.
,Qualifications of Commission Members
No person may serve on the Commission for the City of Kenai who
is not a resident of the City of Kensi; and if any member so appointed
shah miss three ($) consecutive unexcused regular meetings of the
Commission or shall move his residence from the corporate limits of
the City of Kenai, then such members shall cease and said appoint-
ment shall be null and void.

The Commission shall estabUsh rules of procedure, provided there
shall be regularly scheduled monthly meetings of the Commission,
which shall be open to the public. Permanent records or minutes
shall be kept of the Commission's proceedings and such minutes shall
record the vote of each member upon every question. Every decision
or finding shall immediately be filed in the office of the City Clerk,
and shall be a public record open to inspection by any person.
