AN ORDINANCE OF THE COUNCIL OF THE CITY OF KBNAI, ALASKA, FINDING THAT THE
INSTALLATION OF A WATER LINE IN THE GENERAL AVIATION APRON OF THE KENAI
MUNICIPAL AIRPORT IS NECESSARY AND WILL BE~IF..FtT THE LESSEES AFFECTED AND
DIRECTING THAT THE CITY PROCEED WITH CONSTRUCTION OF THF. IMPROVEMENT.
WHEIIBAt{, Blocks 1, 2, 3 and 4 of the General Aviation Apron are not served by a public
water system, and
WHBRBA~, the fl~e insurance rates for these areas could be significantly reduced if a
water supply were reasonably available.
NOW, THBREFORR, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA
as follows:
$ectton I: Upon direction of the Council, the City Manager has made a survey
and report concerning the need for and estimated cost of a water line serving Block l, 2,
3 and 4 of the General Aviation Apron and has prepared a preliminary assessment ~olI.
8ueh assessment roll has been on file with the City Clom'k at least thirty (30) days prior
to the public hearing on the neeeeaity for the improvement.
Section 2: Public hearing was held on September 21~ ,1977.
Notloes of such public hearing were sent and published aa required by the Code of
the City of Kenai.
9eetton 3: Protests filed with the City Clerk concerning the proposed improve-
ment amount to less than the number requived to stop tb.e proposed improvement.
tleetton 4: The Council hereby finds that the improvement is necessary and
will benefit the properties in the proposed district, in addition to the need for domestic
water availability, five hydrants are needed to reduce five insm'anee rates in Block I, 2,
3 and 4, General Aviation Apron.

50% - Funded bv Local Public Works monies not to exea~.d $35,900

$0% - Funded by State of Alaska, Department of Environmental Conservation
50% - Funded by proportioned assessment against benefitted propm, tios
Lots 1, 2, 3, Blook 1; Lots I, 2, 3, Block 2~ Lot I, Block 3,
and Lots 1, 2, 3, Block 4.
Formula for apportionment shall be relative to square footage
se~rieed by water availability.

SUBJECT: Waterline General Aviation Apron
Proposed Assessment D~strict
1. A petition has been received requesting that a
waterline be installed in the General Aviation Apron
with specific concern for fire hydrants (Enclosure 1).
Petitions relate to Block 1, Lots 1 and 2; Block 2,
Lots 2 and 3; Block 3, Lot 1; and Block 4, Lot 2.
The sum of the square footage of the above properties
represented exceeds fifty percent (50%) of the
benefited property area.
2. The Council authorized funds for engineering the
roject in the Spring of 1977. Basic design has been
one. The estimated cost of the project on an
individual basis is $72,600, including preliminary
engineering.
The cost is proposed to be shared as follows:

4. Scope of the project will provide water service
to all properties listed and four (4) fire hydrants to
me~t fire suppression criteria.
5. Recommend approval of Ordinance No. 554-77,
providing for this project as it is deemed very desireable
for thc well being of our lessees and the commercial
climate of the City.

We, the undersized, being the majority of the Lessors of that portion
of Cook Inlet Industrial Ah' Park lying Northwest of Willow Drive and North of Main
8trest Loop Road, hereby request the CITY OF KENAI to provide sufficient water
mains and fire plugs, thereby providing adequate fire protection to the facilities on
the above lots. The existence of a fire hydrant installed within five hundred feet of
our physical properties we'.fid reduce our present fire rating of nine to a five,
resulting in a substantial savings in fire insurar..ce premiums. Such measures
would also substavttally reduce the r/sk of possible loss of property o~ lives due to
fire. At this time the risk of fire is greater in this area than in most areas of the
City ,'because of the nature of the volatile substances which a~e stored upon our
respective premises.
We request that the City provide us with the requested facilities on a
prio~.tt~ basis, due to the present danger of fire and the dolla~ savings which would
be effected by suoh an improvement. We stand ready to cooperate with the City in
providing this much needed protection.
