Appreciation was noted to Administration for the thorough document, recognizing the hard work
that went into it. There were questions and discussion surrounding a couple Parks and Recreation
projects, namely the location of the pedestrian boardwalk and location, and status of the
campground. It was clarified that monies were included in the draft plan for a campground,
although its specific location was undetermined.
Concern was expressed for supporting the Parks and Recreation section of the Capital
Improvement Plan without any finalized or approved plans and costs.
MOTION:
Commissioner Kisena MOVED to approve the City’s Capital Improvement Plan with an
understanding of continued pursuit of a campground; and Commissioner Joanis SECONDED the
motion. There were no objections.
7. REPORTS
a. Parks and Recreation Director – Director Frates reported that operationally things
were a bit different with COVID-19; noting staff that were on COVID-19 leave returned
to work and catching up on maintenance activities, such as cleaning up parks and
open space areas, and prepping lawns for mowing. It was further reported that the
department was conducting interviews and anticipated summer personnel would be
starting June 1.
a. Commission Chair – Chair Stephens expressed appreciation for everyone’s input
and noted positively about City Administration and staff efforts.
b. City Council Liaison – Council Member Molloy reported on the recent actions and
business items of the May 6 City Council meeting, including the student
representative policy, City budget, and CARES Act monies for the Kenai Municipal
Airport.

Want more blooms?
Flowers have a solitary
purpose. That is to produce seed. To promote
more flowers, one needs to remove spent
flowers. Some flowers you can pinch the
stem while others need snips. Add plant
food when watering and your plants will thank
you in "bunches" by giving you more blooms.
This Garden Guide is brought to you by
Kaye Reed, Vice-Chair Kenai Beautification Committee
Pumpkin Festival which began in 2016.
Local youth are given opportunities to
hunt for pumpkins in the Hay Maze, have
their faces painted and play games. Food
trucks and music have also become regu-
lar attractions for this event.

Look through the list of flowers and see
how many you can identity while you’re
out and about in Kenai. You also have
the opportunity to; Adopt-a-Park, Adopt-
a-Garden, Adopt-a-Trail, Adopt-a-Bench,
or ask us about serving on the Beautifica-
tion Committee. We hope you enjoy the
zonation efforts of our volunteers and
staff. Take a photo of your favorite City
of Kenai flowerbed and share it on our

BEAUTIFICATION
ZONATION
Zonation: the distribution of plants or
animals into specific zones
Beautification Zonation, has a nice ring
to it doesn’t it? This is exactly what the
impressive volunteers who serve on the
Beautification Committee and KPR staff
do every spring, select specific flowers
and design the beds they will live in all
summer. Selections are based on color,
height, texture and companion planting
(certain plants may help each other take
up nutrients, improve pest management,
or attract pollinators). The City’s
greenhouse provides many of the flow-
ers utilized in city landscapes as well as
local greenhouses. The Beautification
Committee meets several times a year to
work on these plans as well as the Kenai

Meet Cody. Cody has lived in the Kenai area for 17
years and is a graduate of Soldotna High School. A
high school football & track star, he currently plays for
the University of Minnesota, Morris where he is
attending on an academic scholarship. Cody’s goal is
to leave UMM with a degree in Anthropology or Psy-
chology. Cody enjoys working with Kenai Parks & Rec
because he gets to be outside (unless it’s raining, then
it’s not as much fun). In Cody’s off time he enjoys re-
laxing, which might include reading, watching TV or
listening to ‘70’s jazz. On a normal work day, you will
find Cody working on the yards in Kenai, raking the
beach or helping empty a load of trash. We haven’t
found anything he is not willing to do yet. If you see
Cody out working, make sure to send him a smile and
a wave!

The Kenai Parks & Recreation’s Beautification Committee
and staff carefully select the flowers, shrubs, and trees that are
planted throughout Kenai. The City’s greenhouse provides
many of the flowers utilized in city landscapes and allows staff
to choose from a wide variety based on color, height and
texture. In addition, community volunteers assist with
selection, design and maintenance of various flowerbeds. The
City of Kenai’s Beautification Committee members, volunteers
and staff continue to be instrumental to the success of our
program.
The Beautification Committee also assists in community
programming for local youth including the Annual Pumpkin
Festival that began in 2016. Local youth are given
opportunities to hunt for pumpkins in the Hay Maze, get their
faces and pumpkins painted, play games and more. Adults
enjoy sampling local food truck fare, listening to music, and so
much more.
The City of Kenai is excited to work with P.O.P. (Promote
our Pollinators) this year. P.O.P. is a Caring for the Kenai
project by student Anna DeVolld. Anna is working hard to
educate our community about the importance of pollinators
and why their numbers are declining, while providing ways to
promote their population growth. Look for her brightly
colored signs around Kenai. For additional information on
how you can help promote pollinators in our area go to the
P.O.P. website (pollinators.devolld.net/) or find P.O.P. on
Facebook (ww.facebook.com/POPKenai/).

When planning your flower garden there are design
principles that are important to consider:
Proportion/Scale-size relationship of plants
Unity - Oneness with the group, site, and
surroundings
Balance - Symmetrical, Asymmetrical
Rhythm - Movement (visual in our case)
Repetition (static)
Rhythm (motion)
Sequence (dynamic motion)
Emphasis—Focalization (focal point)
Only one bloom species should be dominant and all
others should be subordinate.
2020 City Flowers
How many flowers can you identify? The following is a list of
flowers you will find throughout gardens in and around Kenai.
Beautifying our surroundings, creating visually pleasing
landscapes and promoting the quality of life are major attributes
of the beautification program.
ALYSSUM – Snow Princess (Sweet Alyssum), 6-8” profusion of
delightfully scented white blooms, covers beds and borders.
ARGYANTHEMUM - Golden Butterfly, 18-36”, a yellow daisy that
requires low maintenance and blooms all season.
ATLANTIS - Heliotrope, 6-12”, intense blue, vanilla-scented blooms
all season.
BEGONIA - Non-Stop Mix, 8-12”, large full, non-stop blooms.
BACOPA- Snowstorm, 4-8”, Giving other plants an inferiority
complex, white flowers appear all season.
CALIBRACHOA - Sweet Peach, up to 13”, delicate peachy bloom is a
very good bloomer providing a uniform habitat.
CALIBRACHOA - Million Bells, 2”-6”, small bell-shapped flowers
bloom from early spring to late autumn.
CHRYSANTHEMUM - Snowland, 4-6”, charming dwarf variety
produces white blooms with yellow centers.
CORDOON - Artichoke Thistle, .60” tall - stout herbaceous perennial.
Deeply lobed and heavily spined with a violet-purple flower.
COSMOS - Summer Dreams, up to 30”, delicate papery bloom brushed
with pink surrounding, yellow center.
GERANIUM - Maverick Red, 14”, full and rounded 4” blooms held
just above foliage.
IPOMOEA - Marguerite, 6-12”, lime green sweet potato vine that lights
up in the sunlight and looks paler in part shade. It grows over the edge of
a wall or creeping along the fringes of a border.
KALE - Redbor, 18-24”, cold heardy edible plant is both beautiful and
tasty. Mild and crisp tasting with curled leaves, adds color to salads.
KALE - Winterbor, 2-3’, ruffled blue-green leaves have an attractive
curl and will continue growing as the leaves are harvested.
KALE - Nero Di Toscana, 24”, very dark green leaves are especially
sweet after a freeze. This is a cross between cabbage and kale.
KALE - Porto Spineless Cardoon, 3-4’, produces sharply lobed and
serrated silver-green leaves and large purple, thistle-like flowers. Leaf
stalks and midrib of cardoon have a flavor similar to artichoke when
boiled.
LAMIUM - Beacon Silver, 6-8”, a tough yet showy perennial
groundcover. Cluster of bright-pink flowers appear in spring.
LOBELIA - Regatta Midnight Blue 6-8”, Flowing masses of
colorful flowers on freely trailing plants.
LUPINES - Hybrida - Russell Mix, 20”, abundance of bi-colored flower
spikes.
MARIGOLD - Inca II, 12-14”, yellow flower with strong stems that
support fully double blooms.
MARIGOLD - Jaguar, 5-6”, originated in Mexico and will bloom mid
summer.
NASTURTIUM- Alaska Mix, 12”, marbled leaves striped with
cream against bright color range of flowers.
NASTURTIUM - Express of India, 2’, cascading clumps of single,
dark scarlet flowers.
NASTURTIUM - Jewel Mixed, 10-15”, yellow, orange and scarlet
with a sprinkling of mahogany, slightly ruffled blossoms held just
above foliage.
PANSY - Panola Mix, 6-8”, extra-large purple bloom with green
edges. Creates a stunning hanging basket.
PETUNIA - Night Sky, 10-13”, starry white-on-purple pattern
sparkles like the night sky.
PETUNIA - Picasso in Purple, 6-12”, Free-flowering bright blooms
designed to attract attention.
PETUNIA - Really Red Trig, 6-10”, bright red flower with a
cascading habit makes it perfect for hanging baskets, landscaping ,
window boxes & pots.
PETUNIA - Surfinia, 5-7”, bloom continuously all season holding up
well in all weather conditions.
PETUNIA - Trailing Strawberry, 7-8”, produces a mounded,
spreading bright pink plant that is easy to manage.
PETUNIA - Vista Bubblegum, 4.25”, large grandiflora-type pink
blooms will great for fillers and spillers.
PETUNIA - Vista Fuchsia, 12-24”, popular low-growing, widely
spreading abundant flowering, easy care and versatility.
PETUNIA - Vista Snowdrift, 12-24”, medium white blooms with
green veins will grow up to 4’ long be the end of the season.

WELCOME
The City’s park and open space system
includes 9 parks, a variety of open spaces and
greenways, a multi-purpose facility and one
recreation center.
The park system features a variety of play-
grounds, pedestrian trails, disc golf courses,
athletic fields, Nordic skiing, outdoor ice skat-
ing, community gardens, a skate park and
much more. The City also leases 120 acres for
a privately operated 18-hole golf course and is
home to the Peninsula Oilers Baseball Club
(summer college baseball team).
Whether you are visiting or live here year-
round, we hope you enjoy all the quality of life
amenities that the Kenai Parks & Recreation
Department has to offer.
ACTIVITIES
Through a partnering agreement with Boys &
Girls Club of the Kenai Peninsula, the Club
manages and operates the Kenai Recreation
Center. The facility provides year-round
opportunities for all ages both program based
and on a walk-in basis. Programs and
activities include TOT Time Program, Adult
Basketball League, Children’s Summer
Recreation Program, and teen programming.

Other seasonal based programs and activities
are supported by the department through
collaborative community outreach efforts and
include Little League Baseball, adult softball,
youth hockey, soccer, Kenai River Marathon

RESERVATIONS
The department offers a variety of park
shelters which may be rented for your next
family or class reunion, birthday party or
special event. To make a reservation or
inquire about available dates, please call the
Parks & Recreation office at 907-283-8262.
Leif Hansen Memorial Park offers a gazebo
and beautiful landscapes making it an ideal
location for a small outdoor wedding
ceremony.
A small rental fee and refundable damage
deposit applies to all shelter reservations.
PARK HOURS
Operating hours are 5:00 a.m. to midnight.
Permits may be acquired for activities operat-
ing outside open hours. Cunningham Park has
expanded hours to allow for fishing 24/7 May
through September
