W~E~EAS, the City of Kenai has contracted with Wince, C~-ghell
& A~soet~m, commltfn~ en~trmers, to perfom preliminary enEtn~rir~
on the above project at a cost of $13,300, and
W~E~AS, the Economic Development Administration has authorized Krant
funds ~n ~ amount of $7,100 to he spent toward preltnsLnary ~tneertr~
on the above proJect~, and
W~ERFAS, the ab(me referanced grant funds were adopted by City of Kenat
Or~ No, 367-77, and
WHERFAS, preliminary e~gineer~ng expenses incurred prior to authorization
of grant funds by the E.D.A. are ineligible for reimbursement by the
E.D.A., and
W~E~EAS, proper acoaunth%g practices re~,{re that all appropriations
of City monies be m~e by ordt~mce.
