HomeMy WebLinkAboutORDINANCE 0318-1976CITY OF KENAI ORDINANCE NO. 318-76 AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI. ALASKA, TRANSFI/RRING FUNDS FOR THE PURPOSES OF COMPLETING THE ANIMAL ~HELT£R AND DECLARING AN EMERGENCY. WHEREAS, The City of Kenai is currently constructing a facility to shelter im- pounded animals; and WHEREAS, the cost of extending electro, cai power from the City Shop to the Animal Sheltee was not included in the construction contract; and Whereas, this facility cannot be operated without heat and lights, and WHEREAS, funds received under the Federal Revenue Sharing Act in the amount of $14,203 have been appropriated in Ordinance No. 303-76, and WHEREAS, a transfer of $5,796 was made from Animal Control Contingency in Ordinance No. 311-76 to the Animal Shelter, and WHBRF. A$, additional funds are needed for the completion of the facility, and WHEREAS, proper accounting practices requi~'e that all transfers between funds of City monies be made by ordinance. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Kenai as follows: Section I: That the following transfers of monies are hereby made in orde~ to extend electrical power to the Animal Shelter. a. The following reductions in estimated revenues and appropriations in the Ah, po~t elM Fund are hereby made: Interfund Receipts from Geneeal Fund Repairs & Maintenance ($1,500) ($I,500) ORDII~:ANCE NO. 318-76 - Page Two b. The following transfers in the General Fund are hereby made: From: Non-departmental transfers to Airport ($1,500) To: Non-departmental transfer to Capital Projects $1,500 e. The following increases in estimated revenues and appropriations in the Capital ProJ _,~zts Fund are hereby made: Estimated Revenues - Interfund Receipts Appropriations - Animal Shelter $1,500 $1,500 Section 2: That an emergency is hereby declared to exist, and on the Judgment of this Council it is necessary for the immediate preservation of public peace, health or safety that this ordinance become effective prior to the time when an ordirmry ordinance shall become effective.
