Re:

General Penalty and Interest Ordinance.
Finance Director Chen requested preparation of a general
penalty provision in Kenai's Code of Ordinances because of
variations presently existing in the Kenai Code. One example
of variations is the water and sewer penalty charge of 5%
(Code Section 17-75).
The electrical p~nalty Code Section 17-22 D -- should not be
utilized at all and its repeal is provided tot in the proposed
ordinances.
The attached proposed ordinance is hereby £orwarded for your
consideration.
Other sections having penalties might be found in the Kenai
Airport regulations which authored pursuant to Code Section
17-25 through 17-34. An additional penalties section is Kenai
Charter 9-3 which deals primarily with criminal penalties.
An effective date will have to be selected. It can not be the
1st day of Jan uary 1974 unless this ordinance is passed as an
emergency or.-~inance. After consultation with Finance Director
Chen the effective date has been established on the
1st day of February, 1973.
