A RESOLUTION OF THE PLANNING AND ZONING ADMINISTRATION OF THE CITY OF KENAI
APPROVING THE ATTACHED LANDSCAPING/SITE PLAN

WHEREAS, the City of Kenai Planning and Zoning Administration finds this plan provides for
orderly and safe development within the City commensurate with protecting the health, safety,
and welfare of its citizens, and provides adequate and convenient open spaces, light and air in
order to avoid congestion of commercial and industrial areas, meeting the intent of Kenai
Municipal Code 14.25.010(a)-Landscaping/Site Plan Regulations -Intent (Site Plans); and,
WHEREAS, the plan provides for landscaping and/or the retention of natural vegetation in
conjunction with commercial and industrial development within the City, meeting the intent of
Kenai Municipal Code 14.25.010(b) -Landscaping/Site Plan Regulations -Intent (Landscaping
Plans); and,
WHEREAS, the landscaping/site plan meets performance criteria outlined in Kenai Municipal
Code 14.25.040 -Landscaping/Site Plan Regulations -Landscaping plan -Performance criteria;
and,
WHEREAS, the landscaping/site plan meets performance criteria outlined in Kenai Municipal
Code 14.25.045 -Landscaping/Site Plan Regulations -Site plan -Performance criteria.
NOW, THEREFORE, BE IT RESOLVED, BY THE PLANNING AND ZONING ADMINISTRATION
OF THE CITY OF KENAI THAT THE LANDSCAPING/SITE PLAN IS APPROVED SUBJECT TO
THE FOLLOWING CONDITIONS OF APPROVAL:
1. Development of the property will conform to all federal, State of Alaska, and local
regulations.
2. The applicant will obtain a Building Permit from the City of Kenai prior to
construction and occupancy of the building shown on the site plan.

3. No snow may be stored in such a manner that could block visibility for ingress
and egress to the parcel.
4. If construction of the project has not started within one year of the approval of the
landscaping/site plan (September 14, 2021 ), the approval may be revoked by the
Administrative Official after providing at least thirty (30) Day notice unless
extended for good cause.
5. Any plants used for landscaping will be appropriate for the climate and not
invasive per the Alaska Cooperative Extension Service.
6. All required landscaping as presented in the approved landscaping plan shall be
installed within two (2) years of the approved landscaping plan (by September
14, 2022).

GENERAL INFORMATION
The building located on the property was previously owned and operated by Polaris Power Sports.
The building has been vacant for quite some time and is currently being used for storage. It is the
intent of the owner to renovate the existing building and to construct an addition to the rear, the
Northeasterly side and front of the building for a physical therapy center. The owner has submitted
a building permit application for the renovation and addition to the building.

ANALYSIS
KMC 14.25 outlines landscaping/site plan regulations. The intent of these regulations is to
provide for orderly and safe development of the City of Kenai and to have landscaping that
retains natural vegetation in conjunction with development. The City Planner deemed the
application to be complete and in accordance with KMC 14.25.030 -Landscaping/site plan-
Submittal requirements.
Performance criteria for landscaping/site plans are outlined in KMC 14.25.040 and KMC
14.25.045. These criteria are reviewed and summarized as follows:
• Variety of techniques to address perimeter/buffer/interior/street right-of-way/parking lot
landscaping;
o The site plan indicates that existing vegetation at the rear and sides of the building
will remain. Grass and landscaping will be located along the front of the building.
There are existing plantings along the front of the building which the applicant may
retain. Concrete planters will be placed at the entrance to the building.
o A four-foot concrete sidewalk will be installed along the front and rear of the
building .
• A use compatible with surrounding properties;
o This parcel is within the General Commercial (CG) Zone of the City and the Land
Use Plan classifies this area as General Commercial. The properties to the West,
North, and East are vacant and are also zoned General Commercial (CG). The
Kenai Spur Highway lies to South of the property. The properties in close proximity
to this property contain commercial businesses.
• Additional permits or approvals;
o A Building Permit must be obtained with approval from the Building Inspector prior
to construction and occupancy. The Fire Marshal must also approve of the
occupancy of the building.
• Parking lots must comply with KMC 14.20.250;
o The renovated building will be approximately 6.988 square feet. The parking
requirements for a medical/dental facility is one space per two hundred fifty (250)
square feet of gross floor area. Based on this requirement, the number of required
parking spaces would be twenty-eight (28). The landscape/site plan indicates 30
spaces, which includes two ADA parking spaces, plus a 10 by 38 foot loading
space.
o This property is outside of the area requiring paving of parking lots as set forth
under KMC14.24.045(d)(1); however, the driveway and a large portion of the
parking lot in the front of the building is paved. The applicant intends to extend the
pavement in the front of the building to the property line. The parking lot in the rear
of the building will be gravel.

• Snow storage and drainage must be referenced on the site plan;
o The site plan indicates that snow storage will be located along the Northeasterly
boundary of the parcel. Snow shall be stored so that it will not block parking spaces
or hamper ingress and egress to the property.
• Dumpsters must be screened with a sight-obscuring structure;
o A dumpster is shown on the site plan with a site obscuring enclosure at the rear of
the building. The enclosure shall be site-obscuring and kept in good condition.
• Ingress and egress should route traffic away from residential streets;
o This parcel is accessed from the Kenai Spur Highway which is a paved and State
maintained road. Traffic is routed away from residential streets.
• Trees, shrubs, and plants should be appropriate for the climate and not invasive;
o The applicant proposes to use existing vegetation, landscaping along the front of
the building, and concrete planters at the entry way. The applicant will be required
to check the status of any plants used against invasive species by the Alaska
Cooperative Extension Service.
RECOMMENDATIONS
Based on the application and a review of the criteria required to approve the landscaping/site
plan, the application meets the intent of landscaping/site plan requirements and performance
criteria. The plan is approved as submitted with the following conditions of approval:
1. Development of the property will conform to all federal, State of Alaska, and local
regulations.
2. The applicant will obtain a Building Permit from the City of Kenai prior to construction and
occupancy of the building shown on the site plan.
3. No snow may be stored in such a manner that could block visibility for ingress and egress
to the parcel.
