WHEREAS , the Dept. of Revenue required additional labor, fringe and transportation. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA: Section 1 -The sum of $ 1,960 is hereby appropriated to the Department of Revenue for the period through June 30, 1974 Section 2 - An emergency is hereby declared to exist and the rules governing introduction, reading, passage and approval of this Ordinance is hereby suspended and this Ordinance shall be effective on the day of~,i,Ct,,, 1973. FROM: GEORGE L. JAYNES, ACTING CITY MANAGER Mrs. Eileen Craver, who is presently managing the Dept, of Revnue Office for the City of Kenai, discussed the attached memo with me on Friday, June 29, 1973. As nearly as 1 can determine, there has been a tremenaous backlog of work developed in the Revenue Office over the past several months that cannot be taken care of by Mrs. Gruver alone. It would appear that the solution to this problem would be for a person trained in this work to be hired until the backlog of work has been eliminated. ' •• .. The Alaska Staia Department of Revenue has offered to train a person of our choosing in their Anchorage office. This person then could move directly into the Kenai Revenue Office and in a reasonably short period of time be expected to pick up the backlog of work that has developed as welt as lend some assistance to the everyday operation of the office. , The mechanics required to eliminate this problem are relatively simple, however the financial problem, somewhat more difficult. Presently there are monies in the Dept. of Revenue 1974 budget for a clerk part time in the amount of $1,500. This would finance a part t~r'~ie clerk for approximately nine we~::s during the year. The problem is that in girder to eliminate the present backlog and prevent future backlogs from developing, this clerk must be financed for an additional seven weeks plus fringe. Total cost of this additional help would be ?i , 960.00 for this current year. This expenditure would accomplish the following: 1. Pay for transportation, hotel and per diem for proper training. 2. it would allow the elimination of a backlog of work in the Revenue Dept and eliminate the possibility of future backlogs of work. 3. Allow our present full time clerk to take hEr normal vacation. We would propose to finance the additional part time clerk with a transfer of the funds by Ordinance by reducing the Police Capital outlay figure of $5, 950 to $2, X00 and increasing the Dept. of Revenue budget by $1, 960 under labor and fringe. The additional moniPS d,~eted from the Police budget would remain as unappropriated surplus for the City. The reason for deleting the $3,450 from the Police Capital Outlay budgeted amount, is that this $3,450 amount had been incurred for a vehicle purchase during the 1972-73 budget year and was to be paid out of the 1973-74 budget, however, at this point, we find that the car was p;:rchased and has been paid for out of last year's mc:nies. As nearly as we can determine at this time, there is tea requirement to pay the $3,450 out of the current budget.
