ESTABLISIIING A P£QUIP£HE~iT THAT DEPARTHENT itEADS SHALL PECE IVE PATIFICATION
OF APPOINT:~NT BY TIlE CITY COIJ~ICIL.
~.IH£REAS, elected officials of City government are held by the public
directly responsible for City actions or personnel, and
· IiiF-REAS, the City Manager or other City administrator could utilize
support in the appointment of major departmm, nt heads in accordance with
City Charter, Section 3-2, nor therefore,
BE IT ORDAINED BY THE COUNCIL OF TH£ CITY OF KENAI:
Section 1. The Code of the City of Kenat, 1963, as amended, shall
be further amended to add the Following section to Kenat Code, Section
1-20, as follows:
(b) "~'my department heads appointed by the city administrator
shall, subject to other requirements of personnel policy of the City
of Kenat, be final only after City Council ratification o~ such appointment
of the department head so appointed."
Sectton g. The existing first paragraph of Kenat Code, Section
1-20 shall be labeled as subparagraph "(a)".

Clarification of Terminology.
Discussion.
The following positions are to be filled by appointment
of the City Msnage~:
(A). City._Clerk: Section 1-216, "~he City ~lerk
shall be appointed by the 0try Manager with the
appointment to be approved by a majority vote
of all members of the ~ouncll.
(B). City ~easure~ - Finance Director: Section
1-226. "Appoint~ent"'of the City ~eas~rer - ~inance
Director, shall be by the City Manager, with the
approval o~ ~ounctl.
(C). Fire 0bier: 'I'he appointment of the Fire Chief
ts a matte~ of c~nt~actual a~angement between
the City and E.V.F.D. K.V.FoD. selects and the
Council/City 1 tanager approves.
Therefore. for tb.!~ purpose of this ordinance these positions
comply wi~h the~tent ef the ordinance. ~owev~r, the Public
Wo~ks Department is a different matter in the code.

pe~son director of Public Works .... "
Section 1-28. "~e h~blie Works Department shall have three
funetions as follows:

~orks Department is a ~i~ferent matte~ in the code.
