WI~;REAS, f~e City of Aena~ has received an engineering report entitled "~*lectrtcal Rate Study For Aena£ City Light", making certain reco~mendat£ons which appear to be economically ~ustifier/ and perra/tting certain changes, £ncluding ~eduction in electrical rates for the municipal oo~er and light system, and i~.R~AS, it appears to be the best and public interest of the residents and users of municipally supplied electrical energy and po~er to adopt the en~.£neers reccr~endations~ B~. TT ORDATNED BY TILE; COUNCZL OF THE C~'TY OF KgNAI, ALASKA: Section 1. That Section 17-3, subparagraph (a) of the Kenai Code, 1963, as amended, is hereby repealed and is hereby reenacted to read as follows~ Section 17-3. (a) All rates in this article are based on twelve (12) consecutive months' service delivered to one location of one consumer for a period or term of not less than one year, unless other provisions or time periods are stated in the specific rate schedules. Service for less than twelve months ~.,.~ich may be classi- fied as temporary by the City will then be served under the temporary power rate. Section 2. That Section 17-8, subparagrapl~ (c) Kenai Code, 19~3, as amended, shall ~e further amended to read as follows: (c) The following power factor clause will apply to all electric consumers: If the average power factor at which ~lectric energy is delivered to the consumer during the billing period is .85 or more, no adjustment will be made in the &ilowatt demand. If such average power factor is less than .~5, then the kilowatt demand shall be adjusted by multiplying by .85 and dividing the result by the average power factor. Unless specifically othe~£se agreeo, th~ City shall not me obligated to deliver electrfc energy to the consm~er at any time on a power factor b~low .75. Section 3. ~at Section 17-10, Kenai Code, 1963, as amended, shall have the existing paragraph Uesignated by (a) and it shall be amended by adding to the said Section the followin9 subparagraph (b) Industrial and commercial rate users shall advise the City by Dece~t~er i of each year if their anticipated demand or consumption will increase more than ten per cent (10%] over their average demand or consumption for the previous year. ,ew customers in the industrial and commercial rate categories shall file with the City their estima~ed ki I.owatt demand and total kilowatt hour consumption f,~.r their first year's operation. Section 4. That $,,:tion 17-22, Kenai Code, 1963, as amended, shall be amended to repeal those subsections of said Section 17-22 designated as Electric Schedule 4 commercial Electric Schedule 5 Industrial Electric Schedule 5~ Light Industrial Section 5. Section 1~'~22, the subsection ent£tled "Electric Schedule 6 -'Street b~hting" and the further subpara- graph of sai~section thereof designated "Rate: (~qual monthly billings)" is repealed and ~.he f~llowing section ks hereby re- enacted in lieu thereof: aa~e. 400 Watt Mercury Vapor U~it for City Use 400 Watt Mercury Vapor ~n£t for General Use 175 Watt ~ercury Vapor Unit for General Use $ 6.50 per mo. $10.00 per mo. $ 5.00 per mo. That section 17-22, of lenai Code, ].963, as amended, t/le subsection thereof entitled "Electric Schedule ~ - Temporary Power" is hereby repealed and in its Dlace there is in¢orDorated by reference the .~ubsection entitled "Electr~.cal Schedule 11 - Susiness Service" which shall serve as the tempor- ary ~ower rate. Section 8. That Suction 17-22, Kunal Code, 1963, amended, the ~,~bsection thereof untitled "Electric Schedule XF Fuel Clause" is hereby repealed. Section 9. That Section 17-22, the subsection entitled "Electric Schedule XS - Special Contracts" is repealed and reenacte~ to read as fellows: "ELECTRIC SCHEDULE XS - SPECIAL CONTRACTS The rate for any sDecial contract covering any class aad character of service under any availability when specifi- cally set forth at tho discretion of tile City, or a large industrial user whose load exceeds 750 kilowatts demand -- or any load that is peculiar or unique -2- khe City may ~egotiate a speolal pc~er ra~e with p~oper resolution as adopted by t~e CiL~ Council." Section 10. That Section 17-22A [Agricultural rate) of the Ken&l Code, 1963, a~ amended, is hereby repealed. Section 11. There should be added to Section 17-22, Kenai Cc~e, 1963, as amentted, the foll~ing subsections to read Sectton 12. Thts ardlnance shall be effective at oo:01 A.r~. on the  ft~t day of July, 1969. ~Zt~DU~ 11 BUSI~SS S~RVIC~ This schedule is appli¢:able in all areas served by Kenai City Light for small business and commercial users whose connected load d~s not exceed 25 KW or wh~e de~d does not exceed 15 KW. Availabilit~l Energy supplied u~lder ~s rate is available at 120/240 volts single phase and at sta~ldard three phase voltages with combined lighting and power. Service under ~his rate will be furnished through a single secondary meter. Service under t. his schedulo is for commercial customers whose load falls within the Limitations set forth above and whose average monthly com~umption over a 12 month period w~ll not exceed 3000 kilowatt hours ~er month. SCI{EDU L~:: ].2 ]J%RGE CO~'.~RCIAL A:~I~ LIGHT INDUSTRIAL Applicability T~is schedule is available to any commercial consumer within the area served by Kenai City Light whose connected load is greater than 25 KN and whose demand is greater than 15 KW. The rate is also applicable to full time light industrial users who meet the above minimum load and demand and whose maximum demand does not exceed 150 KW. Load Balance The customers load shall be so connected that the load on any phase will not be greater than 15% of the load on any of the other two phases. Voltage and Meterin~: Where service is ~etered under this schedule at the City's primary distribution voltage, a discount of one and one-half percent (1-1/2%) per month will be made. Primary metering will only be avail- able to ind£vid~al use customers, and sub-metering will not be permitted. The costs for installing primary metering shall be paid in advance to the City. Where service is taken at the City's established primary voltage and the City does not own the transformers and substations converting to secondary voltage, a credit will be allowed of two per cent (2%) of t/re monthl~ bill. This credit is applicable to single use consumers without sub-metering. ~u,les a~,d, ~qulations This rate is subject to the above rules and requlations and to the general provisions for electric service as approved by the City Council. For the purposes of this ~chedule, a light industrial user is one who continuously manufactures, processes or services a product or produot~ for tee purchase or use by others. This rate shall be available for a minimum period of twolve (12) months and ~hereafter until terminated under the rules and lation~ of ~enai City Light. SCHEDULE 13 INDUSTRIAL POWER Appl~g~bility To consumers within the area served by Kenai City Light engaged in manufacturing, processing or related activities on a full time ~asis with a minimum monthly demand of 150 KW. The connected lighting load shall not exceed twenty-five percent (25%) of the total connected load. AvaiLabilit~ This rate is intended to be avai!abl~ at the City's primary distribution system voltage of 2400/4160 volts, three phase. A minimum yearly average of one hunarcd and fifty kilowatts per month (150 KW) will be charged and adjusted at the end cf each year's service if the total yearly demand average falls below the minimum figure. Load Balance Customer shall connect his equipment so ~hat the load in any phase is not greater than 15% more than the load in either of the two other phases. Secondar~ Servi~e Where service is rendered under this schedule at secondary voltage and-the City owns and furnished the transformer(s) and sub- station converting to the lower voltage desired by the customer, an additional charge shall be made each month of two percent bill for service. If for any reason, metering is accomplished at the seconda%~ voltage, an additional one and one-half percent (1~1/2%) will be added tO the monthly bill. Rules and Regulations This rate is subject to t~e above rules and regulations and to the general prov~ions for electric service as approved by the City Council. Any consumer under, this schedule shall furnish the C~ty with a yearly demand and energy projection for ~e initial years operation and every ensuing year. This 9roject£on shall be made to the City in writing before Decen~er 1 of each calendar year. If at anytime the consumer expect~ his load to increase or decrease by ten percent (10%) he shall immediately notify the City in writing. This rate ~hall be available for a Tinimum oeriod of twelve (12) months and thereafter until terminated under ~o rules and regu- lations of Kena£ C~t¥ ~ight. SCHEDULE 14 (I or S) I~TE!',RUPTIBLE OR SEASONAL INDUSTRIAL App_l icability_ To consumers within ~J~e area served by K~nai City Light engacjed in manufactaring, processing or similar activities whose operations are either seasonal or of a nature that they can be inter- rupted at any time for any reason at the discretion of the City. -5- · he consumer who requests this ra~e must agre~ ~o accept all respon- sibility ~n the event ~he City interrupts the service or requests ~n~erruption under the terms of this rate. gnerc~, supplied under b%is ~ate is available at standard three phase secondaL~y voltages for combined lighting and power.
