WHEREAS, the election proceedings at which the bonds of eacu of
said issues were auU)ortzed limited the amount of the interest that the
could bear to 6% per annum;
NOW, THEREFORE, ~£ IT ORDAIN£D~y the Council of t~e City of Kenai,
Alaska, as follows:
Section 1. It is ~ereby found and declared ~at it is necessary
for the public welfare and ~eneftt t~at the interest rate limitation upon the
sale of :he above-described bonds of the City be removed.
Section 2. The propositions of v~etner or not such interest rate
limitations shall be removed shall be submitted to the qualified voter~ of the
City at a special election to be held therein on 4 November, 1969. Said propo-

AMENDING KENAi CODE 1963, AS AMENDED, TO ESTABLISH A UNIFORM SYSTEM
FOR NUMBERING BUILDINGS AND STREETS, NAMING STREETS, ESTABLISHING BASE
(LINES) STREETS AND DESIGNATIONS FOR NUMBERING AND NAMING PURPOSES AND
SETTING AN EFFECTIVE DATE.
BE IT O~DAINED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA:
The Code of the City of Kenai, 1963, as amended; shall be amended
to add Chapter 14 provisions to read as follows:
Section 14-60 There is hereby established a uniform system for
nt[mbering buildings fronting on all streets, avenues, and public ways
in the City of Kenai, and all houses, house trailers, and other build-
ings shall be numbered in accordance with the provisions of this
ordinance:
(a) All streets and other public ways running in the same direc-
tion and having a deviation of not more than 165 feet shall carry the
same name unless special circumstances, make such a plan impracticable
or not feasible.
(b) All streets and other public ways shall be named in accordance
with Appendix "A" of this ordinance and as follows:
(1) All through east and west streets shall carry the designation
"avenue" and all through or potentially through north and south streets
shall carry the designation "drive."
(2) Any throughway which curves in an irrcgular pattern to an ex-
tent that is east-west or noth-south direction is changed, shall be de-
signated as highway or road.
(3) Any street less than 1400 feet in length in curvilinear sub-
divisions which do nut meet the throughway requirements normally con-
ferred on avenues, drives, highways, and "court," "lane," and "circle."
(4) No street established or named after adoption or this ordinance
shall bear a name in a lang,~age in conflict with its destination.
Section 14-61. The Township line between Township 5 North and
Township 6 North shall constitute the base line for numbering buildings
along all streets running northerly and southerly, and the section line
between section 20 and 21, and 28, and 29, and 32 and 33, Township 6
North, Range 11 West, and sections 4 and 5 and 8 and 9, and 16 and 17,
Township 5 North, Range 11 West, shall constitute the base line for num-
bering buildings along all streets running easterly and westerly, except
those set forth in Section 14-61 (6) herein.
(1) Each building north of the east-west base line, and facing a
street running in a northerly direction shall carry a number and address
indicating its location north of said base line.
(2) Each building south of the east-west base line, and facing a
street running in a southerly direction shall carry a number and address
indicating its location south of said base line.
(3) Each building east of the north-south base line, and facing a
street running in an easterly direction shall carry a number and address
indicating its location east of said base line.
(4) Each building west of north-south base line, and facing a
street running in a westerly direction shall carry a number and address
indicating its location west of said base line.
(5} All buildings on diagonal streets shall be numbered the same
as buildings on northerly and southerly streets if the diagonal runs more
from the north to the south, and the same rule shall apply on easterly
and westerly streets if the diagonal runs more to the east and west. Ail
buildings on.diagonal streets having a deviation of exactly forty-five
(45) degrees, shall be numbered the same as buildings on northerly and
southerly streets.
(6) The Kenai Spur numbering will begin at its junction with the
Sterling Highway and the Beaver Loop Road numbering will begin at its
western Junction with the Kenai Spur.

Section 14-62. The numbering of buildings or ~ach street shall
begin at the base line except for the Kenai Spur and Beaver Loop Road
(which shall be numbered as spec*fled in Section 14-61 (6). All num-
bering shall be assigned on the basis of one thousand (1000) numbers
to each mile, or one thousand (1000) numbers between eastablished section
lines or the streets located thereon, and where practicable two numbers
(one number on each side of the street) shall be assigned to each ten
and fifty-six hundredths (10.56) feet of occupied frontage.
Section 14-63. All buildings on the right-hand side of each street
running from the base street shall bear even numbers. All buildings
on the left-hand side of each street running from the base street shall
bear odd numbers.
(b) Where any building has more than one entrance serving sepa-
rate occupants, a separate number shall be assigned to each entrance
serving a separate occupant pNoviding said building occupies a lot,
parcel or tract having a frontage equal to 10.56' for each such en-
trance. If the building is not located on a lot, parcel or tract
which would permit the assignment of one number to each such entrance,
numerals and letters shall be used, as set forth in Section 14-67
herein.
Section 14-64. Ail buildings facing streets'not extending
through to the base line shall be assigned the same relative numbers
as if the said street had extended to the said base llne.
S_.e. gt$oD 34-65. In addition to the numbers placed on each house or
other building as heretofore provided, all streets, avenues, and other
public ways within said city are hereby given numbers and directional
eybols according to their distance and direction from the two base
lines set forth in Section 14-61 herein.
(a). All streets lying in the guadr~nt north and west of the base
line intersection shall bear the designation "NW".
All streets lying in the quadrant north and east of the base line
intersection shall bear the designation "NE".

All streetslying in the quadrent south and east of the base line
intersection shall bear the designation "SE".
Ail streets lying in the quadrent south and west of the base line
intersection shall bear the designation "SW".
(b) East street shall hear a number or numbers corresponding with
the one-tenth (I/10) of a mile in which said street is located at any
given point. If said street is not parrallel with either base line, then
its number shall vary in the case of each address on said street accord-
ing to the distance said address is from both base lines.
Section 14-66. The necessary survey shall be made and completed
within nine (9) months from the date of the adoption of this ~rdinance
and thereafter, there shall be assigned to each house and other residen-
tial or commercial building located on any street, avenue or public way
in said city, its respective number under the uniform system provided
for in this ordinance according to said survey, when the said survey
shall have been completed and each house or building has been assigned
its respective number or numbers; the owner, occupant, or agent shall
place or cause to be placed upon each house or building control-ed by
him the number or numbers assigned under the uniform system as provided
in this ordinance.
(b) Such number or numbers shall be placed on existing building on
or before the effective date of this ordinance and within twenty (20)
days after the assigning of the proper number in the in the case of num-
bers assigned after the effective date of this ordinance. The cost of
the number or numbers shall be procured and paid for by the property owner.
The numbers used shall be not less than three (3) inches in height and
shall be made of a durable and clearly visible material. If the proper
nun%bet is not placed on an existing building, on or before the effective
date. of this ordinance, it shall be the duty of the Director of Public
Works to have installed the proper number or numbers on siad premises as
hereimafter set forth, and to make a charge of ten dollars ($10.00) for
each set of numbers so installed.

ber can be seen plainly from the ~treet line. Whenever any building
is ~ituated more than fifty feet from the street line, the building
number shall be placed near the walk, driveway or cora~on entrance to
such building and upon a gate post, fence, tree, post, or other appro-
priate place so as to be easily discernible from the sidewalk.

or building; whoever shall desire distinctive numbers for the upper and
lower portion of any house ~r building fronting on any street; then
such owner, occupant or agent shall use the suffix (A), (B), (C), etc.
as may be required.
Section 1~-~8; For tho purpose of facilitating a correct number-
ing, a plat book oX all streets, avenues, and public ways within the
city showing the proper numbers of all houses or other buildings front-
ing upon all streets, avenues, or public ways shall be kept on file in
the office of the Director of Public Works. Those plats 0hall bo open
to inspection of all persons during the office hours of the City of
Kenai.
$oct_iop_l~-991 It shall be the duty of the Director of Public
Works to inform any party applying therefor of the number or numbers
belonging to or embraced within the limits of any said lot or property
as provided in thio ordinance. In case of conflict as to the proper
number to be cosigned to any building, tho said Director of Public
Work~ shall determine the number of such building.
Sooti~n__14-70. Whenever any house, building or structure shall
be erected or 1coated in the City of Kenai after the establishment of
a uniform system of house and building numbering ha~ boon oomplotod,
in order to preserve the continuity and uniformity of number~ of houses,
buildings and other structures, it shall be the duty of the owner to
procure the correct number or numbers as designated from the Director
of Public Works for tho said property and to immediatoly fasten tho
said number or numbers so assigned upon said building as provldod by
this ordinan0o. No building permit shall bo issued for any house,
b~ilding or structure until the owner has procured from tho Director

of Public Worka the official number of the premises. Final approval
of any 8~ructure erected, repaired, altered, or modifi2d after the
effective date of this ordinance shall be withheld by the city build-
ing inspector until permanent and proper number_a have been affixed to
said atructure.
Bec~i0n 14,7__1. For the purpose of clarifying and systematizing
the present street naming pattern in the City of Kenai and to imple-
ment the application of the matters set forth in Section 14-60 herein,
there is hereby adopted the following plan~
(a) The Planning and Zoning Commission is hereby authorized to
prepare and pro~ent to the Council a complete plan for naming of all
streets, avenues, and public ways within the city in accordance with
Sections 14-60 through 14-74.
(b) If said Commission shall find an existing street now carry-
ing more than one name, it shall recommend that said street shall bear
the name under which it currently traverses the longest distance both
inside and outside the city limits unless circ~mstances indicate tha~
another and different name would be desirable. The Commission may hold
public hearings at which interested property owners may express their
views concerning the changing of the name or nan, es of any street.
S___egtion .1~-?~_. Every subdivision plat submitted to the Council
for their approval after the ~ffective date of this ordinance shall
boar upon its face the report of tho Planning and Zoning Commi~sion of
the proper names of any and all streets or other public ways there-
after dedicated to the public use within the Jurisdiction.
Socti~on_ 14,7~3~ This ordinance and all house and building numbers
aosigno~ under the provisions hereof and all street numbers and names
established pursuant to said ordinance shall become effective on ~uch
~at__e as tho Council shall ~L~osolution acco~t__a__nd__rat_~ the recom-
mendations made by tho Planning and Zoning Commission for the names of
all streets, avenues and public ways within the City.

Section 14-74. The Council by resolution may.change, rename
or name an existing street or newly established street within the
limits of said city at any time after the adoption of this ordinance
upon recommendation of the Planning and Zoning Commission, and after
consultation with the Kenai Peninsula Borough, and any other munici-
pality directly effected thereby.
