That Improvement Dtstrtct Ho. 3 for the con- structton and Installation of a municipal ~ater supply distribution system, a municipal sewage collection and disposal system, related stree~ Improvements and Installed gas mains ts hereby established and designated as I~PROVEgENT DISTRICT ~0. 3, consisting of the following areas: All of the real property Indicated on that certain p]at of Cook Inlet Industrial Air Park on ftle tn the offtce of the Ctty Clerk of Kenat, Alaska, said plat being specifically Incorporated by reference herein. Sectton ~. COSTS TO BE ASSESSED. The costs to be assessed shall constst of, but not be 11mtted to, not less than a11 that mount whtch shall be requtred to pay for construction and Installa- tion of the satd Improvement Dtstrtct No.3, exclusive of a11 such costs as may be patd by Federal Aid Grants made to the said Ctty for the spectftc purpose of Installation of the satd Improvements. Such assessments for the non-grant pot,ton shall be for the cost of the work, acquisition of right-of-way, and such other costs as are t~tbutable to the Installation, tntttal equipment for maintenance and contingency expenses of said Improvements, but not necessarily ltmtted to those Items enumerated herein, and shall be at the ex- pense of the o~ners of the ]and fronting thereon and benefited there- by as follows: a. Each parcel of land wtthtn Improvement Dtstrtct No.3 specially benefited shal~ be assessed for the square footage there- of at the rate of $0.005017 per square foot for water supply and distribution system Improvements. b. Each parcel of land within improvement DiStrict No.3 specially benefited sha]! be assessed for the square footage thereof at the rate of $0,00~49 per square foot for sewer collection and dtsposal system improvements. c. Each parcel of land within Improvement District No.3 specially benefited shall be assessed for the square footage thereof at the rate of $0.15131 per square foot for street improvements. d. Each parcel of land wtthin Improvement Dtstrtct No.3 specially benefited shall be assessed for the square footage thereof at the rate of $0.00052 per square foot for gas main Installation improvements. e. Each parcel of land within Improvement District Ho.3 specially benefited shall be assessed for the square footage thereof at the rate of $0.004328 per square foot for overhead costs. Section 3. PLAUS - SPECIFICATIONS: The plans and speci- fications for the installation and construction of Improvement Otstrtct No.3 are on file wtth the City of Kenat. The construc. tton to serve the benefited properties indicated on the plan of the said Improvement district, said plat, plat plans and speci- fications of the Improvement District No.3 are hereby approved. Section 4. All the property Included within Improvement Otstrtct Ho.$ ~s hereby designated as the property specially benefitted by the said Improvement. A list of the tracts of benefitted real property and the statement of the cost of the Improvements ts on ftle in the office of the Ctty Clerk, City of Kenat, and are open for Inspection. Sectton $-a Th.e Improvements contemplated hereby have had total costs comptled and complete cost wtll be born by the land tncluded wtthtn the stad dtstrict and benefitted thereby, except for grant funds previously received. The assessment [ur such costs shall be payable tn one lump sum due on or before September 1, 1968. Such costs shall not tnclude the portton thereof paid for by Federal Grants to facliltate construction of the project contem- plated. Section 5-b A penalty of 8~ shall be added to payments made after September 1, 1968, and interest at the rate of 6~ per annum shall accrue on both assessment and penalty. -2- Sectton 6. PUBLICAT~Og.. Thts Ordtnance, after passage, sh~l! be pub*ltshed at least one tn the Cook Inlet Courter and shall be posted tn not less than three publtc places ~tthtn the Ctty of Kenat and such publtcatton ts hereby destgnat~ as publtc not~ce to a11 persons concerned ~tth the nature, extent and apo proxtmate cost of the Improvements and costs to be assesed agatnst the properties benefitted thereby. Nottce ts hereby gtven to all persons concerned and any property affected by satd assessment for the Improvement dtstrtct that publtc heartng~ have been held and due notice thereof recetved by a11 1nterested part~es. Sectton 7. Th~s Ordinance shall become effecttve on September 1, 1968. Ftrst Reading 17 day of July 1968. Passed 7 day of . September 1968.
