HomeMy WebLinkAboutResolution No. 2020-75JC Sponsored by: Mayor Gabriel KJ;NAI CITY OF KENAI RESOLUTION NO. 2020-75 A RESOLUTION OF THE COUNC IL OF THE CITY OF KENAI, ALASKA, ADOPTING JOINT RESOLUTION NO. 2020-001 OF THE ASSEMBLY OF THE KENAI PENINSULA BOROUGH AND COUNCILS OF THE CITY OF KENAI AND CITY OF SOLDOTNA ENCOURAGING ALL RESIDENTS TO TAKE THE NECESSARY PRECAUTIONS AND FOLLOW THE RECOMMENDED PREVENTATIVE MEASURES OF THE CDC TO REDUCE THE SPREAD OF COVID-19 IN OUR COMMUNITY DURING THE PUBLIC HEALTH EMERGENCY. WHEREAS, the novel Coronavirus, known as COVID-19 can result in serious illness or death and has shown to be easily transmittable from person to person; and, WHEREAS , reducing the high risk of serious illness from COVID-19 is especially critical to older adults and individuals who have pre-existing medical conditions; and , WHEREAS, the World Health Organization declared COVID-19 as a pandemic on March 11 , 2020 ; and , WHEREAS, the first coronavirus patient in Alaska was diagnosed in Anchorage on March 12, 2020 and other positive diagnoses have since occurred; and , WHEREAS, Governor Mi ke Dunleavy issued a Declaration of Public Health Disaster Emergency on March 11, 2020, the President of the United States issued a Proclamation Declaring a National Emergency on March 13, 2020, and the City declared a local disaster emergency on March 18, 2020; and , WHEREAS , Governor Mike Dunleavy has issued several mandates to prevent the rapid transmission of COVID-19; and, WHEREAS , the Centers for Disease Control and Prevention (CDC) recommends certain preventative measures to reduce the spread of COVID-19 ; and WHEREAS, Governor Mike Dunleavy has yielded management and mitigation responsibilit ies of the COVID-19 public health emergency to the local level ; and WHEREAS , maintaining uniformity among the central peninsula communities is a preferred approach to management and mitigation of the COVID-19 public health emergency; and WHEREAS , the Assembly of the Kenai Peninsula Borough will consider Joint Resolution 2020- 001 at their September 15, 2020 Assembly Meeting and the Council of the City of Soldotna will be considering Joint Resolution 2020-001 at their September 23 , 2020 Counc il Meeting . Resolution No. 2020-75 Page 2 of 2 NOW, THEREFORE , BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA: Section 1. That the Kenai City Council adopts Joint Resolution 2020-001. Section 2. That the Mayor of th e City of Kenai is hereby authorized to sign Joint Resolution 2020-001 , encouraging all residents to take the necessary precautions and follow the recommended preventative measures of the CDC to reduce the spread of COVID-19 in our community during the public health emergency. Section 3. That this resolution takes effect immediately upon adoption. ADOPTED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, this 2nct day of September, 2020 . BRIAN GABRIEL, SR., MAYOR ATTEST : KENAI PENINSULA BOROUGH CITY OF KENAI CITY OF SOLDOTNA JOINT RESOLUTION NO. 2020-001 A JOINT RESOLUTION OF THE ASSEMBLY OF THE KENAI PENINSULA BOROUGH AND COUNCILS OF THE CITY OF KENAI AND CITY OF SOLDOTNA, ENCOURAGING ALL RESIDENTS TO TAKE THE NECESSARY PRECAUTIONS AND FOLLOW THE RECOMMENDED PREVENTATIVE MEASURES OF THE CDC TO REDUCE THE SPREAD OF COVID-19 IN OUR COMMUNITY DURING THE PUBLIC HEALTH EMERGENCY WHEREAS, the coronavirus disea se 2019 (COVID-19) Pandemic was declared an emergency by th e Kenai Peninsula Borough and the Cities of Kenai and Soldotna; and WHEREAS, Governor Dunleavy and Department of Health and Social Services Commissioner Adam Crum have issued hea lth mandates to prevent the spread of the disease; and WHEREAS, COVID-19 poses a significant risk to the health of the community and our local health care system; and WHEREAS, Governor Dunleavy has yielded management and mitigation r esponsibilities of the COVID-19 public health emergency to the local government level; and WHEREAS, maintaining unifonnity among the central peninsu la communities is a preferred approach to management and mitigation of the COVID-19 publi c health emergency; and WHEREAS, preventati ve measures are the best defense against the spread of the virus; and WHEREAS, residents of our collective communities are strongly encouraged to practice the mitigation measures li sted below which have been recommended by the Centers for Disease Control and Prevention (CDC) and have shown to reduce the spread of coronavirus: • Cover your mouth and nose with a mask when in public settings and in areas where soc ial distancing is not possible (masks should not be placed on youn g children under age two , anyone who has trouble breathing, or is unconscious, incapacitated or otherwi se unable to r em ove the mask without assistance) • Avoid close physical contact and stay at least six feet from other people • Wash your h ands often • Clean and disinfect frequently touched surfaces • A void touching your eyes, nose, and mouth with unwashed hands • Avoid going out in public or going to work if yo u feel ill ; and WHEREAS, the economy and wellbeing of our community r ests in t he hands of individuals who choose to practice good hygiene and are courteous to each other; and WHEREAS, we all have a responsibility to ourselves and each other to keep our community strong a nd healthy; NOW, THEREFORE, BE IT RESOLVED BY THE KENAI PENINSULA BOROUGH ASSEMBLY AND THE COUNCILS OF THE CITY OF KENAI AND CITY OF SOLDOTNA: SECTION 1. Wearing a cloth face covering or mask in public, physical and soc ial distancing, washing yo ur hands, not touching your face and staying home if you feel ill are action that will reduce negative impacts to our local economy during the public health emergency a nd the Joint Re so lut ion No. 2020-00 1 Page I of2 Kenai Peninsula Borough Assembly and the Councils of the City of Kenai and C ity of Soldotna strongly encourage all residents to practice these recommended measures to prevent the spread of disease in our communities. SECTION 2. That this resolution takes effect immediately upon adoption of the Kenai Peninsula Borough Assembly and the City Council s of t he Ci ties of Kenai and Soldot na.
