In order to accomplish the intent of this amendment, thc second p.~racr~ph of Section 6-1 of the Gharter of the City of Kenai shall be amended to read as follows: (The portion under- lined to be added to the present language): Such outstanding general-obligation indebtedness of the City incurred for all purposes shall not at any time ex- ceed twenty per cent of the assessed value of all real and personal property in the City. In determining such debt limit of the City, any amounts on hand or on deposit for d~t retirement, and any ~eneral obli~ation indebted- ness a~sumed by_the State o~_Ala~ka,UKen~i Peninsula Bor- oUgh. or other mu~i~ipalit~ and any p'6rtion of reserve ' funds or account~"Pledged to the payment of the principal amount of any outstanding general-obligation indebtedness shall be deducted from the amount of the outstanding in- debtedness. This debt limit shall not apply to refunding indebtedness of the City. Section 3. The proposition of whether or not the Charter of the City of kenai, Alaska s-hall be amended for the purposes described in Section 2 hereof shall be submitted to the qualified voters in the City for their ratification or rejection at a special election to be held in the City on 11~ day of May, 1965. ~aid proposition shall be in the following form: A~NDFLZNT OF CH~RT£R Shall the City of Kenai, Alaska, for the purpose of permitting the incurring of additional general obligation indebtedness for legal purposes, amend the Charter of the City of Eenai, Alaska to permit debt payment or payments, or a general obligation in- debtedness assumed by the State of Alaska, Kenai Peninsula Bor- ough, or other municipality to be excluded from the total amount of the debt of the City for the purposes of . 4etex~nining debt limitation? Section ~. Those eligible to vot$ at said special election must possess the followin~ qualifications: (a) They must be at least 19 years of age. (b) They must be citizens of the United States, and for at least one year preceding the election, residents of the State of Alaska, and for ~0 days immediately preced- ing the election, residents of the City of Kenai, Alaska. (c) They must ~e able to read and write the English language, as prescribed by law. (d) They must be registered in the manner prescribed in ~ection 6-1, e_~. seq., of the Code of the City of Kenai, 196~. (e) They must not be barred from voting by law. Section ~. Registeration shall be required as a qual- ification of voters at this special election as prcvided in the ~Zode of the City of Ker~i, 1965. The fegiztratton book v~ill be open daily in the office of the City ~lerk, City Administration Building, Eenai, Alaska, from 9:00 o'clock A. H. until 5:00 o'clock P. H. daily, except Saturdays, Sundays and holidays. Hegistration shall be closed five ..d~ys Drecedin~ the said special election. A duplicate re~ist~ation index shall be furnished by the City Clerk-Registrar to the Judges and clerks of the election at the precinct. Section 6. Notice of the election shall be published once a week for not less than ~hree.~qn~e~.~ive weeks and the first notice thereof shall be published not less than t~enty (20) days prior to said special election. Said notices shall state the thne of closiYg:of registration and shall be publish?~ in the Cheechako News ~hich is determined to be a newspaper of general Circulation in the City of Kenai, Alaska. Notice of the election shall be posted at least twenty (20) days prior to said election in three conspicuous places within the City. Section ?. The designated pollin~ place will be in the City Administration Building for all voters living within the City Limits of the City of Kenai,-~aska. Said polls shall be open from 8:00 o'clock A.H. to 8:00 o'clock P. H. on the 11~ day o£ Hay,l~5. Section 8. The following qualified voters of the City are hereby appointed to serve as Judges and clerks at said special election: Judges ~ae Knudson Norma Jordan Louis Nissen Clerks Nedra Evenson Wilma Dority Frances Torkilsen Publication of this ordinance shall be made by post- ing a cqpy.hereof on the City Council bullet~, board for a period of ten (10) days following passage.
