The Code of the City of Kenai, 1965, is hereby amended '$o add provisions of law to read as follows: Section ~-17. ~ orders: The building official of the City, or his designated repr~tative, shall have the power to order work stopped on the construction, alteration or repair of any construction permitted pursuant to the ordinances and reg- ulations of the city when such work is being done in violation of any ordinance or regulation. ~ork shall not be resumed after the issuance of such a stop order except on written permission of the building official; provided, that if the stop order is an oral one it shall be followed by a written stop order within one hour. public and private buildings and premises, located within Water and Sewer Improvement District #1 of the City of Kenai. Section ~-24. Connection; auth,rit~. It shall be un- lawful for any person to make connection of plumbing equipment in violation of the provisions of this ordinance. Violations of the provisions relating to plumbing equipment upon conviction thereof may be punished as provided in Section ~-16 of this Code. Section 4-25. Liabili~[; city's immunity; not affect- lng claims. ~nis ordinance shall not be Construed to~fect the respo~lity or liability of any party owning, operating, con- trollin$ or installing any plumbing equipment for damages to persons or property caused by any defect therein, nor shall the city be held as assuming any liability by reason hereof. Section 2. The American Standard Plumbing Code, 1955 edition, also known as American Standard National Plumbing Code (A.~A A40.S-55) hereinafter called "The Plumbing Code" shall be modified in its respective provisions hereinafter called "Sections" and the page numbers set forth herein shall be those of the aforedescribed edition of the Code: (a) Definition of the term "Administrative Authority" is the City Administrator or his duly designated representative, as such representative may be approved by the Council of the City of Kenai, Alaska, to enforce the provisions of the Code. (b) Section 2.17.1 (page 50) shall read as follows: "2.17.1 Sewers and water-service piping shall be installed below the recorded frost penetration, but in no case less than four feet ($') for sewer and eight feet (8') for water piping below grade. tight" . (h) Section 12.5.2 (page 95) shall be changed to read as follows: "Ail vent terminals shall be enlarged one size, ex- cept four ($) inch or larger size vent terminals, by use of a long increaser at least one foot below the roof." (i) Section 12.21.6 (page 102) shall be added to read as follows: "The diameter of an individual vent for a single closet shall be a minimum of two inches." Section 5. ~ERG~¢¥ DECLARED.
