CALL TO ORDER Chair Stephens called the meeting to order at 6:00 p.m. a. Pledge of Allegiance Chair Stephens led those assembled in the Pledge of Allegiance. b. Leif Hansen Park Fountain – Winter Décor • Photos MOTION: Commissioner Kisena MOVED to approve the agenda with the requested additions and Vice Chair Wisnewski SECONDED the motion. There were no objections; SO ORDERED. 2. UNSCHEDULED PUBLIC COMMENT – None. 3. NEW BUSINESS a. Discussion/Recommendation – Leif Hansen Park Foundation – Winter Décor Director Frates recapped the Beautification Committee’s discussion last month regarding the Leif Hansen Park Fountain, specifically winter decoration and the request for a joint meeting. Several options for the fountain were presented for review, ranging from LED lighted trees to other winter displays such as animated fountains. Comments mostly favored a design representing a fountain with LED colored lights (animated) depicting cascading water, which can be used during non-holiday shoulder season. Regardless _____________________________________________________________________________________________ Parks and Recreation Commission/ Beautification Committee Joint Meeting Page 2 of 2 November 5, 2020 the final design, part of the discussion involved the possibility of finding a local welder/fabricator that would be interested in fabrication, possibly at a reduced cost. Frates, Parks & Recreation Director DATE: November 25, 2020 SUBJECT: Leif Hansen Memorial Park Fountain Display Purpose of this memorandum is to provide you with an update with respect to the proposed winter display for the fountain located at the LH Memorial Park. Dr. Peter Hansen and I met with a local welder, Doug Bass. Doug has been involved with the Kenai Construction Academy for several years and taught welding at the Kenai Peninsula College. After some discussion back and forth between constructing a static tree versus a static fountain, it was decided a tree was the preferred choice. Attached is a picture of the tree Doug volunteered to replicate. He is currently pricing material and the Kenai Community Foundation has agreed to fund up to a specified amount. This process is designed to protect people and structures and has strict guidelines to consider. For detailed information and the permit form, please refer to the City’s website: (www.kenai.city/parksrec/page/other). TREE REMOVAL SAFETY TIPS ACCORDING TO OSHA: (www.osha.gov/Publications/3301-10-05-english-06-27-2007.html) TREE TRIMMING & REMOVAL SAFETY ASSUME THAT ALL POWER LINES ARE ENERGIZED! • Contact the utility company to discuss de-energizing and grounding or shield- ing of power lines. • All tree trimming or removal work within ten feet of a power line must be done by trained and experienced line-clearance tree trimmers. A second tree trimmer is required within normal voice communication range. • Line-clearance tree trimmers must be aware of and maintain the proper mini- mum approach distances when working around energized power lines. • Use extreme caution when moving ladders and equipment around downed trees and power lines. STAY ALERT AT ALL TIMES! • Perform a hazard assessment of the work area before starting. • Do not trim trees in dangerous weather conditions. • Operators of chain saws should wear proper PPE and ensure equipment proper- ly maintained. • Use of personal protective equipment such as gloves, safety glasses, hard hats, hearing protection, chaps, steel toed boots etc., recommended in the equipment manufacturer’s operating manual. • Determine the tree’s felling direction. Address forward lean, back lean, and/or side lean issues. • Determine the proper amount of hinge wood to safely guide the tree’s fall. Pro- vide a retreat path to safe location. • Inspect tree limbs for strength and stability before climbing. Tree trimmers working aloft must use appropriate fall protection. • Do not climb with tools in your hands. • If broken trees are under pressure, determine the direction of the pressure and make small cuts to release it. • Use extreme care when felling a tree that has not fallen completely to the ground and is lodged against another tree. • Never turn your back on a falling tree. • Be alert and avoid objects thrown back by a tree as it falls.
