NOW, THEREFORE, BE IT RESOLVED, BY THE PLANNING AND ZONING ADMINISTRATION OF THE CITY OF KENAI THAT THE LANDSCAPING/SITE PLAN IS APPROVED SUBJECT TO THE FOLLOWING CONDITIONS OF APPROVAL: 1. Development of the property will conform to all federal, State of Alaska, and local regulations. 2. The four -family dwelling will be an approximately 3,472 square feet one-story structure. The applicant has submitted a building permit application for the construction of the four -family dwelling. ANALYSIS KMC 14.25 outlines landscaping/site plan regulations. The intent of these regulations is to provide for orderly and safe development of the City of Kenai and to have landscaping that retains natural vegetation in conjunction with development. The City Planner deemed the application to be complete and in accordance with KMC 14.25.030 — Landscaping/site plan -Submittal requirements. Performance criteria for landscaping/site plans are outlined in KMC 14.25.040 and KMC 14.25.045. These criteria are reviewed and summarized as follows: • Variety of techniques to address perimeter/buffer/interior/street right-of-way/parking lot landscaping; o The site plan indicates that the applicant intends to leave a large portion of the existing vegetation around the perimeter of the property. • A use compatible with surrounding properties; o This parcel is within the Suburban Residential (RS) Zone of the City and the Land Use Plan classifies this area as Suburban Residential. The properties to the North and East are undeveloped. Properties to the South and West are developed with residential housing. Surrounding properties are either zoned Suburban Residential (RS) or Suburban Residential -1 (RS1). Access to the property is provided by Evergreen Street which is a paved City maintained street; however, the street right- of-way to the North has not been developed. • Additional permits or approvals; o A Building Permit must be obtained with approval from the Building Inspector prior to construction and occupancy. The Fire Marshal must also approve of the occupancy of the building. • Parking lots must comply with KMC 14.20.250; o The one story four -family dwelling will be approximately 3,472 square feet plus an additional 176 square feet for the porches. The parking requirements for a four - family dwelling is two spaces per unit, for a total of eight spaces. The landscape/site plan submitted by the applicant indicates that they meet the parking requirement. The parking spaces will include parking bumpers and five feet of gravel between the bumpers and the front of the building. • Kenai Municipal Code 14.25.045(d)(1) provides that paving of the parking lot is required. o Applicant's site plan indicates that the parking lot will be paved. Paving will be designed to drain away from the structure. • Snow storage and drainage must be referenced on the site plan; o The site plan indicates that snow storage will be located along the West and East boundary of the parcel and along the tree line in front of the building. Snow shall be stored so that it will not block parking spaces or hamper ingress and egress to the property. f Page 2 of 4 The City of Kenai I www.kenaixity o Applicant indicates that there will be five feet of gravel between the parking bumpers and the front of the building to provide access for snow clearance. This gravel area should also aid in drainage of the parking lot. • Dumpsters must be screened with a sight -obscuring structure; o A dumpster is shown on the site plan along the tree line on the East side off the building. Dumpsters must be screened with a sight -obscuring structure made of wood or concrete. • Ingress and egress should route traffic away from residential streets; o This parcel is accessed by Evergreen Street which is a paved City maintained street. The Evergreen Street right-of-way to the North of the property is undeveloped; therefore, traffic will be routed on the developed portion of Evergreen Street via the Kenai Spur Highway. • Trees, shrubs, and plants should be appropriate for the climate and not invasive; o The applicant proposes to use existing vegetation along the perimeter of the parcel. In the event that the applicant plants additional shrubbery or grasses, they will be required to check the status of any plants used with the Alaska Cooperative Extension Service. RECOMMENDATIONS Based on the application and a review of the criteria required to approve the landscaping/site plan, the application meets the intent of landscaping/site plan requirements and performance criteria. The plan is approved as submitted with the following conditions of approval: 1. Development of the property will conform to all federal, State of Alaska, and local regulations. 2.
