CALL TO ORDER Chair Stephens called the meeting to order at 6:00 p.m. a. Pledge of Allegiance Chair Stephens led those assembled in the Pledge of Allegiance. b. Roll was confirmed as follows: Commissioners present: C. Stephens, T. Wisniewski, J. Joanis, S. Kisena, R. Tomrdle Commissioners absent: Staff/Council Liaison present: A quorum was present. c. Agenda Approval MOTION: J. Dennis, M. Bernard Parks & Rec Director B. Frates, Council Liaison T. Winger, Deputy Clerk M. Thibodeau Commissioner Kisena MOVED to approve the agenda as presented and Commissioner Joanis SECONDED the motion. There were no objections; SO ORDERED. 2. SCHEDULED PUBLIC COMMENTS — None. 3. UNSCHEDULED PUBLIC COMMENT — None. 4. APPROVAL OF MEETING SUMMARY a. November 5. 2020 MOTION: Commissioner Joanis MOVED to approve the meeting summary of November 5, 2020 and Commissioner Kisena SECONDED the motion. There were no objections; SO ORDERED. 5. UNFINISHED BUSINESS — None. 6. NEW BUSINESS a. Discussion — Leif Hansen Memorial Park Winter Fountain Display Director Frates gave the commission a brief overview of the fountain display project, details of the report included the following: • Dr. Peter Hansen and Frates met with Doug Bass, local craftsman and welder; • Looked at two potential displays including a fountain and a tree. It was decided a tree was a better fit; • Kenai Community Foundation agreed to help fund project; • Tree would be approximately 24 feet tall, 12 feet wide at base and incorporate approximately 1,200 LED lights; • Director Frates discussed with one of the department's vendors about using RGB LED lights which would allow for several colors to be featured throughout the winter; • Doug Bass would not be able to start project until spring. Additionally, Frates stated that lighting the tree could be a community service project for a couple KCHS students. Student Rep Tomrdle was asked to inquire students for interest. Commissioner Joanis thanked Frates for the work that has gone into project to date. Chair Stephens commented he looks forward to completion and stated it will be a nice addition to the park. REPORTS a. Parks and Recreation Director — Director Frates reported on the following: • Reminder that best way to get current Parks & Recreation information is to connect with them on Facebook, or sign up for their monthly newsletter; • The Parks & Recreation crew have been busy putting up holiday lights and decorations around town; • Daubenspeck Pond is ready to be skated on with over 12 inches of ice; • Ski trails are currently being groomed; • "No Dumping" signs have been placed in various city properties around town, including the end of Birch Street and Beaver Creek Park; • Four tree cutting permits have been issued to date. a. Commission Chair— Chair Stephens thanked the commissioners for their continued participation this year, and welcomed Council Member Winger as the new Parks & Recreation Commission Council Liaison. b. City Council Liaison — Council Member Winger reported on the recent actions and business items of the November 23 and December 2 City Council Meetings, including Resolution 2020-89 on Alternative 4, City Council interviews and appointment of new Council Member Victoria Askin; also notified about upcoming work session with Dr. Anne Zink. 8. NEXT MEETING ATTENDANCE NOTIFICATION — January 7, 2021 9. COMMISSION QUESTIONS & COMMENTS Commissioner Joanis clarified with Commission Liaison Winger that City Council applicants were given commission applications if they had expressed interest in serving on one during their interview. Reported that a new commissioner had been appointed to the Parks & Recreation Parks and Recreation Commission Meeting Page 2 of 3 December 3, 2020 Commission and will begin in 2021. Commissioner Kisena clarified that with the appointment of new commissioner, the Parks & Recreation Commission no longer had any vacant seats. 10. ADDITIONAL PUBLIC COMMENT — None. 11. INFORMATION a.
