HomeMy WebLinkAbout2021-02-04 Parks & Recreation Summary - Special MeetingKENAI PARKS & RECREATION COMMISSION BEAUTIFICATION COMMITTEE JOINT SPECIAL MEETING FEBRUARY 4, 2021 — 6:00 PM KENAI CITY COUNCIL CHAMBERS CHAIR CHARLIE STEPHENS, PRESIDING MEETING SUMMARY CALL TO ORDER Chair Stephens called the meeting to order at 6:00 p.m. a. Pledge of Allegiance Chair Stephens led those assembled in the Pledge of Allegiance. b. Roll was confirmed as follows: Commissioners present: C. Stephens, T. Wisniewski, J. Dennis, J. Joanis, D. Rigall, M. Bernard, L. Gabriel, E. Heale, T. Wilson Commissioners absent: Staff/Council Liaison present: A quorum was present. c. Agenda Approval MOTION: S. Kisena, R. Tomrdle Parks & Rec Director B. Frates, Council Liaison T. Winger, Council Liaison V. Askin, Deputy Clerk M. Thibodeau Commissioner Rigall MOVED to approve the agenda as presented and Commissioner Dennis SECONDED the motion. There were no objections; SO ORDERED. 2. UNSCHEDULED PUBLIC COMMENT Council Member Glendening stated he felt as though the Capital Improvement Plan was well thought out and sequenced, noting that he appreciated everyone's efforts. 3. NEW BUSINESS a. Discussion— FY21-FY25 Capital Improvement Plan Director Frates reported on the 5 -year Capital Improvement Plan included in the packet and noted any pertinent updates. He noted that the tent/vehicle campground is still earmarked under FY22, although a site has not been determined. All remaining projects were briefly reviewed followed with a question and answer time. Questions centered around the request for proposed process, rustproofing at the Kenai Multi -Purpose Facility, cemetery timeline, number of locker rooms needed at the Multi -Purpose Facility, and the bike path route along the Bridge Access Road. 4. COMMISSION QUESTIONS & COMMENTS Commissioner Rigall inquired about obtaining access to maps highlighting parks and trails. It was noted that the new cemetery property may require more signage to deter vehicles from driving onto property. 5. ADDITIONAL PUBLIC COMMENT — None. 6. INFORMATION 7.
