MEETING SUMMARY
1. CALL TO ORDER
Chair Stephens called the meeting to order at 6:00 p.m.
a. Pledge of Allegiance
Chair Stephens led those assembled in the Pledge of Allegiance.
b. Roll was confirmed as follows:
Commissioners present: C. Stephens, S. Kisena, J. Dennis, M. Bernard, T. Winger,
J. Joanis, R. Tomrdle
Commissioners absent:
Staff/Council Liaison present:
A quorum was present.
c. Agenda Approval
MOTION:
T. Wisniewski
Parks & Rec Director B. Frates, Council Liaison B. Molloy
Commissioner Kisena MOVED to approve the agenda as presented and Commissioner Winger
SECONDED the motion. There were no objections; SO ORDERED.
2. SCHEDULED PUBLIC COMMENTS — None.
3. UNSCHEDULED PUBLIC COMMENT — None.
4. APPROVAL OF MEETING SUMMARY
a. August 6, 2020
MOTION:
Commissioner Joanis MOVED to approve the meeting summary of May 7, 2020 and
Commissioner Kisena SECONDED the motion. There were no objections; SO ORDERED.
5. UNFINISHED BUSINESS — None.
6. NEW BUSINESS
a. Discussion — Parks Tour Follow -Up
Director Frates thanked those members that attended the Parks Tour. Frates noted that the park
maintenance crew workers did an awesome job ensuring the town looked nice, particularly given
the fact the department was shorthanded this summer.
Appreciation was expressed for the opportunity to see first-hand how the adult fields were
continuing to be used after the softball season, i.e. Kenai Kennel Club hosting dog agility trials.
It was noted that being able to visit the park areas in person was valuable, and members were
appreciative for the opportunity.
REPORTS
a. Parks and Recreation Director—
The Kenai River marathon was a success despite COVID-19. Several
changes were implemented, such as cancelling the spaghetti feed, requiring
masks at the start line and limiting the number of registered runners.
October 10 marks the date for the Fall Pumpkin Festival. Measures have
been taken to make this a safe event as well. Notable changes this year
include a change in location and format, i.e. more passive activities with
exception to the Old Town Market occurring down the road from the Visitor's
Center.
a. Commission Chair—Thanked Director Frates for the Parks Tour and noted the work
that goes into keeping areas maintained.
b. City Council Liaison — Discussed recent Council actions.

9. COMMISSION QUESTIONS & COMMENTS — None.
