RESOLUTION NO. 97-44
i A RF3OLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, SUPPORTING THE-
.ALASKA STATEHOOD ACT AND ITS 90-10 PROVlSIONS REGARDING OIL ROYALTIES.
WHEREAS tho United States Congress in the passage of the Alaska Nation Interest Lands..
Cons~~'~ct (A~ILCA), reserved the ri~t to permit further oil and sas exploration, development, and
WHEREAS, Alaska is entitled to re. ye 90 percent of tho oil and 8as royalties in ANWR, nsw~ll
as on othor federal oil and ~s leases in accordance with tho Alaska Statehoed Compact provisions oftbo
Alaska Stateh~ A~t; and,

royalties in violation of the Alaska Statehood Act; and, .
WHEREAS, Consress cannot cnn~t legislation in conflict with the Compact provisions of the '"
Alaska Statehood Act, without co~urrence by the State of Alaska; and, ii;!
WHEREAS, any changes to tho Alaska Statehood Act should only bo made by the people or,bo.
State of Alaska throush a referendum vote and not by the Alaska State Legislaturo.
NOW, THEREFORE, BE IT RESOLVED THAT THE COUNCIL OF THE CITY OF. KENAi'

is passed by Con~ress to redu~ Alaska's sharo of oil and ~ revenue ~ to its citizens by tho
Statehood A~ that such le~ishtion include spedfic provisions that it must bo approved by a vote of the
people oftbo State of Alaska.
BE IT FURTHER RESOLVED that copies of this resolution shall bo sent to U.S. Senators Ted
Stevens and Frank Murkowski and U.S. Representative Don Youns; Alaska Governor Tony Knowles;
Robe, C. Bundy, Alaska Attorney General; John Shively, Commissioner, Alaska Depamnent of Natural
Resources; Speaker of the House Crail Phillips; Senate President Dine Pearco; and to all other _mo~__be~ of
tho Alaska Stsw Legislature.
