HomeMy WebLinkAboutRESOLUTION 1996-04Suggested by: CITY OF KENAI RESOLUTION NO. 96.4 Council A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, SUPPORTING THE NORTH FOREST DRIVE/REDOUBT AVENUE PROJECT NUMBER-ONE PRIORITY ON THE COMMUNITY TRANSPORTATION PROGRAMi. (CTP). WHEREAS, North Forest Drive/Redoubt Avenue provides a transportation route to the City of Kenai's most densely populated subdivision; and, WHER.EAS, the City of Kenai will take over the ownership, maintenance, and operation of North Forest Drive and Redoubt Avenue if the roads are properly upgraded by the State pursuant to the attached Resolut. ion No. 94-41; and, WHERE.AS, the State ne.e. ds to upgrade North Forest Drive and Redoubt Avenue by excavating frost s.usceptlble m. aterial from the road, concrete sid. ewalks o.n both-. sides of the road, impro..ve d. ralnage with underground storm drains, repavlng, curbs and gutters, and street lighting; and, WHE. REAS, it is in the .b. est interest of the State Depart .ment of Transportation':t°~....*~ provide safe and expedient flow of vehicles and pedestrians at a reasonable cOSt,to, the public; and, WHEREAS, it is in the overall best interest of the State of Alaska to shed the "+~.. operation and maintenance costs to local governments by upgrading their roads and transferring them to the cities that agree, such as is the case with North Forest - Drive and Redoubt Avenue. NOW, THEREFORE, BE IT RESOLVED THAT THE COUNCIL OF THE CITY OF KENAI, ALASKA, supports the North Forest Drive/Redoubt Avenue Project as a number-one priority on the Community Transportation Program, (CTP). Avenue roads exhibit severe frost heaving, poor drainage systems, and heavily damaged and hazardous bike/pedestrian paths, and WHEREAS, the City of Kenai thinks that Forest Drive and Redoubt Avenue need the following improvements to be properly upgraded: 0 All the frost susceptible material 'from"...~he....road end bike/pedestrian path subbases need to be eXcaVated.' ... The existing rural ditch and culvert drainage system, need to be replaced with an underground storm dr~inage'SYOtem, o The roads need to be repaved to two 12 foot wide driving lanes with paved shoulders for parking. o Curbs and qutters need to be constructed along the roads which tie into the storm drain system. The existing bike/pedestrian path needs to be replaced with a bike/pedestrian concrete or paved sidewalk along one (or both) sides of North Forest Drive and' Redoub2 Avenue.
