A RESOL~ON OF THE COUNCIL OF THE CITY. oF KI~AI, ALASKA, IN suPPORT.
OF THE ALASKA CHILDREN'S TRUST. .. "'~ ' ';".
WHYS, the Alaska Children's Tm.st was esta~.lished in 1988bythe Alaska Legislature'to"
promote initiatives that strengthen families and children;
WH~AS, the Children's Trust has never been funded;
WHEREAS, many family and community stresses have resulted in more children at risk for poor'
health, neglect, child abuse, community violence, and juvenile crimes;
WHEREAS, the goal of the Alaska Children's Trust is to promote and provide opportunities for
Alaska's children to grow to responsible and productive adulthood, 'free of threats tO their
dignity, physical safety, and emotional well-being;
WHEREAS, the Alaska Children's Trust is constructed, to provide opportunities for ..creative
innovation at the community level to meet the fieeds and challenges:Of Alaska's .families an'd
children; .
WHEREAS, the Alaska Children's Trust will be a funding source"f°r neW.initiatives ) mn a',. '"
private sector dominated board and not subject to burdensome roles and 'regulatiOns;. ":'"
V~-IEREAS, the Alaska Children's Trust is designed to fund initiatives that ex .l~n.d new and
proven high quality, efficient and effective services and opportunities, to communities;..
WHEREAS, the Alaska Children's Trust is an opportunity to build a "permanent fund for
prevention" since only the income of the Trust may be spent;
WHEREAS, an investment in our children is needed now more than ever;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ~A1 as

The City of Kenai supports Governor Tony Knowles' Executive Order'which establishes
a new trustee board, renames the Alnlm Children's Trust and recognizes the Alaska
Children's Trust by placing it within the Office of.the Governor; .. "

enables the Alaska. Chii~'s TrUst to better respond to 'the pressin~ needs Of families

RE: ALASKA CHILDREN'S TRUST
At the Feb .m. ary 21, 1996 council meeting, you requested that I get. in .touch with
Representative Navarre and Senator Salo and ask them the following in regard to the
Alaska Children's Trust:
How much does the Governor intend to ask the Legislature for in order to
fund the Trust?
From where does the Governor propose to ~ke the money to fund the
Trust?
This afternoon I received a call from Tom Ackerly. Tom mid me, in answer to your
questions, that the .L~. gislature is requesting corporate funding of. the Trust an.d th~
corporations are asking what the State will be donating. There is no money identified
and no appropriation bill being considered at this time.
Tom also said it is not probable that funding would come out of municipal assistance or
revenue sharing, but he cannot state that for sure. He does belier.e, however, there are
enough "surprise settlement" funds which would be an obvious chow. from where to fund
the Trust.
Tom spoke with Nila Reinhart and she stated municipalities can help the Trust to be
funded by doing resolutions of support stating their interest in kids and wanting the
funds to be established. The more publicity, the better.
