WHEREAS, the Fire Department desires to send one .of. their.
personnel to a seminar on maintenance and repair
aerial devices; and
WHEREAS, the Fire Chief believes it would be advantageous
have someone within the department mechanically familiar
with the equipment; and

The purpose of this request .is for' one. of our PerSonnel to be
qualified within the department, to Perform minor maintenance
necessary when equ£pmnt needs routine work.
Please see attached letter of' Justification for your review. The
attached Purchase Orders prOVide a complete breakdown of expenses
that would be incurred.

Justification forA pparatus Mechanical
Training
Our department currently houses as part of its apparatus inventorY,
a fleet of Emergency One vehicles, ranging from a 1979 Rescue Squad
to a 1993 95 foot Elevating Platform° The unique advantage to this
is that design and construction of this equipment has been
standardized over the years. This also gives our department a
unique advantage when it comes to the maintenance of these
vehicles.
Our current disadvantage is that we have no one within this
depart~;ent qualified to perform even the minor maintenance
necem~ary when this equipment needs it. Sonic of the ~quipment
requirea we~kly, bi-weekly and monthly inspection and maintenance ".'
program, We currently do daily inspections and minor maintenance
to the degree that our personnel are trained t° i.e., fluid levet
checks, battery maintenance, light bulb replacement, eot. No one
member of this department is currently trained in the ad:-:yanCed
mechanical techniques required to keep this apparatus in itS.Prime
condition.
One piece of apparatus that presents an even greater dil¢;;u~a i~
Tower ~1. We currently have no one who is either trained, nor
authorized to do some of the maintenance on the hydraulics of the
aerial device. As personnel safety should be one of our prime
concerns, as well as that of the public we serve, I fear that
eventually with the lack of qualified maintenance we may oho day
find ourselves in a situation that jeopardizes that mafety.
It has be~n brought to my attention My the City Shop foreman Dave
Reetz that equipment such as this needs a greater de~ree of
consideration when it comem to maintenance than a visit to the city
Shop every six months. This maintenance can only come about with
the experience o~ a ~pecially trained maintenance person.
Therefor it is my reconm~endation 'tk=t we Begin to consider 'the
training of one of our personnel in the mainten=nce of this
equipment at the soonest possible opportunity and continue to fund
for the annual training of personnel in ordez to maintain the
City's investment at a level, which is co~ensurate with the
standard of preparedness the ¢ltizens of the City of Kenai have
co e ,
