' :, WHEREAS, accordinq..to-AS 05.15.124, local governmentis preempted:. fromcontrollinq gambling or gaming activities except for operators 'and vendors; and " " WHEREAS, without sUch.amendatory legislation to AS 05.15.124,. th· City o£ ..l(ena~ has no authority to control gaming/gambling operators, l~censees or vendors or to control the issuance of multiple beneficiarY permits; and " WHEREAS, under current regulations the gaming applicant Ks required to show the application to the local government £or approval but the regulations do not require the state to reject applications objected to by the local government; and WHEREAS, the City Council of the City of Xenai is concerned over the proli£eration o£ games o£ chance and contests of skill inclUding control of-gaming/gambling, operators, licensees or vendors as.well as multi-bene£iciary permits; and WHEREAS., the Kena'i City CoUncil strongly urges passage cfa .law... to give the municipalities an opportunity to pass an ordLnance controlling or regulating gaming in their communities;, and WHEREAS', the Xenai City Council is interested in controlling gaming/gambling and operators/licensee and vendor activities. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, that the City Council, by this resolution, supports the. enactment of a state law allowing~greater municipal con.t~_ol over all local gambling/gaming activities, including multiple benef~ciarypermits, and'requiring the State to adhere to local concerns and objections priOr to issuing gaming permits.
