GRANT WISNIEWSKI, PRESIDING MEETING SUMMARY 1. CALL TO ORDER Vice Chair Wisniewski called the meeting to order at 6:18 p.m. a. Pledge of Allegiance Vice Chair Wisniewski led those assembled in the Pledge of Allegiance. b. Roll was confirmed as follows: Commissioners present: T. Wisniewski, J. Dennis, S. Kisena, D. Rigall, M. Bernard, Commissioners absent: C. Stephens, J. Joanis, R. Tomrdle Staff/Council Liaison present: Parks & Rec Director B. Frates, Council Liaison T. Winger A quorum was present. c. Agenda Approval MOTION: Commissioner Kisena MOVED to approve the agenda as presented and Commissioner Bernard SECONDED the motion. There were no objections; SO ORDERED. 2. SCHEDULED PUBLIC COMMENTS a. Former Mayor Pat Porter – Kenai Community Park Presentation Former Mayor Porter reviewed the project and brought the commission up to date with where the project stands currently. She continued to report that there are businesses and civic organizations willing to assist and these groups are being engaged. Salamatof has committed to assisting with leveling and seeding. Additionally, the Mission Church group coming up at the end of June will be available to help, a children’s naming contest is being planned for naming of the dog park. MOTION: Commissioner Bernard MOVED to approve the conceptual design of the dog park and Commissioner Kisena SECONDED the motion. There were no objections; SO ORDERED. 3. UNSCHEDULED PUBLIC COMMENT – None 4. APPROVAL OF MEETING SUMMARY a. Discussion – Dog Park Questions were raised about the maintenance work required and if there were lessons learned from the Soldotna dog park. Director Frates stated there would be maintenance that would mostly involve keeping the turf moved and trimmed and hauling off trash. As for lessons learned, the entry way needs to be covered so that snow doesn’t collect around the gates, preventing them from opening and closing properly. 7. REPORTS a. Parks and Recreation Director – Director Frates reported that summer positions are open and the Parks and Recreation department is getting geared up for spring maintenance activities. b. Commission Chair – Vice Chair Wisniewski thanked everyone for their work. c. City Council Liaison – Council Member Winger reported on the actions of the March 17th City Council meeting, including the shop local program extension and her interest in working with the Kenai Peninsula Borough on spruce bark beetle kill issues. 8. NEXT MEETING ATTENDANCE NOTIFICATION – May 6, 2021 Commissioner Rigall noted he will be absent at the next meeting. 9. COMMISSION QUESTIONS & COMMENTS Commissioner Kisena inquired about dugout costs. Director Frates replied it would be approximately $2k for the concrete slabs and that the league should be able to assist with the chain-link fencing. 10. ADDITIONAL PUBLIC COMMENT – None. 11. Why boot cleaners? ●I am installing these boot cleaners to slow the spread of invasive species brought to the Kenai. What are invasive species? ●An invasive species is an introduced organism that negatively alters its new environment. Although their spread can have beneficial aspects, invasive species adversely affect the invaded habitats and bioregions, causing ecological, environmental, and/or economic damage. The installation. ●I plan to install these boot cleaning stations using two 4x4 posts, a 2x4, a boot cleaner, and a sign painted with my logo, my name, and my sponsors. I will secure these stations into the ground using cement, as to keep them secure in place and prevent vandalism. ●Some of the locations (Shqui Tsatnu, Meek’s Trail) will not require the 4x4s or cementing, as I can install the 2x4 holding the boot cleaner onto the already existing sign post at the trailhead. ●These stations would be placed at the beginning of each of the four trails, adorned with the previously mentioned sign. An example of my station in the wild. Location, Location, Location. ●I plan to install these boot cleaners at four key locations in the city of Kenai. These locations being; Ryan’s Creek, located off Granite Point, Shqui Tsatnu Creek, located down 5th Avenue, Meek’s Trail, located in Old Town Kenai, and Cunningham Park, located off Beaver Loop. ●I chose these locations because they see heavy foot traffic from out-of-staters during fishing season, meaning the chances of invasive species being introduced to our environment are much higher. Ryan’s Creek Trail Value to me ●Protecting the environment is very important to me as I have always been an avid enjoyer of the outdoors and very into preserving nature in general. Maintaining nature is key to maintaining life as we know it, and without nature and all of its gifts, we would not be where we are today. Both images are of me at the summit of Carter Lake in September 2020 Value to the community ●Keeping our environment and native species safe from invasive species is vital, especially in a community like ours where we are so dependent on agrotourism. If an invasive plant species appeared that was detrimental to the fish population of the peninsula, an industry worth billions could go up in a matter of months. That is why it is so important to prevent the spread of invasive species in anyway possible. Supplies & donations ●I hope to get the supplies for my project donated to me by our Local Home Depot, and Spenard Builders. ●Since lumber prices have recently skyrocketed, having the lumber donated specifically would greatly lessen the financial aspect of this project. Results and benefits ●Due to the nature (no pun intended) of my project, the results will likely not be immediately obvious. However, I believe that if you compare data of the spread of invasive species from a year before my projects completion to a year after, there will be a noticeable difference. And remember... Stop the spread, Clean your tread!
