WHEREAS, at the Kenai PeninsUla Borough.Mayor"s 1993-Ec°nomfc.
S~ummit, a proposal was made. for changing the state'S system Of.
finance to achieve sustained spending', ~whfch has attracted. State-'.
wide interest~ and,
WHEREAS, hearings held b~the Kenai Peninsula Borough, the C~ty
of Soldotna and the Kenaf Peninsula Caucus, concluded residents
desire an opportunity to. vote on this proposition.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE'CITY OF
KENAI, ALASKA, as follows=
Section_l= The Alaska State Legislature is petitioned to
place a constitutional amendment on the ballot for the-next..
general election whichw0uld..qenerally~ " .' ...
a. Dedicate all of'~he'sta~e of..Ala~ka!s future'na~ural'.
resource revenues to the Alaska'permanent Fund~
b. Transfer assets of'variOus state reserve fund to
Alaska Permanent Fund~ and,
directed to forward a copy of this resolution to each· member of
the Alaska State Legislature and Governor Walter J. Hickel. '~"

c. Enable a percentage of the market value of the AlaSka
Permanent Fund to be WithdraWn and. appropriated.by the
Legislature for. financing state government.
