A RESOLUFION OF THE COUNCIL OFT HE CITY OF KENAI, RATIFYING
AMENDMENTS TO CITY OF KENAX. LIBRARY REGULATIONS AND INCLUDING THE
CITY LIBRARY POLICIES.-
WHEREAS, the Library Regulations require modification including,
among other things, ~hecurrent Librar~Policies;
NOW, THEREFORE, BE ZT RESOLVED BY THE COUNCIL OF THE CITY OF

LIBRARY ~EGULATIONS
1. Borrowers' Cards:

Ail transactions will require the presence of a valid
library identification card which will be issued to a
resident filing an application, and accepting
· responsibility for the usage~hereof. No card will be
issued to a minor under eighteen years of age unless
the application, and acceptance of responsibility, is
signed by the minor and also by a parent or person
standing in place of parent'willing to assume the
responsibility for the minor' for misuse or abuse of the
privileges of library usage.

POLICIES
THE KENAI COHHUHITY LIBRARY WILL ENDEAVOR
a.
To prOVide free serVice ~o every resident in the
co munity.
To support the Library Bill o£ Rights and the American
L~brary Association Freedom to Read Statement.
.~o assemble.,~preserve,.and.administerboeks and/or ......
other library materials.
To serve"~e-communitYas a center of reliable
infornation.
~o provide non-residents the Sane services.
~o have the library, open $ da~s a week £or at least a
'total of 63,5 hoUFs.
MATERIALS
Books and other library Oriented materials will be added to
the present, oolleotion' to provide informati°n,
entertain~entr, ~ntellectUal. development and' enrichment to' '
all the people of the oommunit¥.
PERSONNEL
Salary schedule, holidays, vacation and sick leave shall
conform to those rules outlined in the Personnel Regulations
of the City of Kenai.
BUDGET, OPERATIONAL
The budget shall be presented to the City by the Librar~
staff.
BUDGET, CAPITOL IMPROVEMENTS
The initiation of a budget for Capitol Improvements shall be
done by the Library Commission and the Library Staff.
BOOK SELECTION
The board of the Library recognizing the pluralistic nature
of this community and the varied backgrounds and the needs
of the citizens, declares as a matter of book selection
policy that~
a. Books and/6r other library material selection is and
shall be vested in the librarian. Any book and/or
library material so selected shall be held to be
selected by the Commission.
b. Selection of books and/or other library material shall
be made on the basis of their value of interest,
information, and enlightenment of all the people o£ the
community. No book and/or library material shall be
excluded because of the race, nationality or the
political or social views of the author.
c. This Commission believes that censorship is a purely
individual matter and declares that while anyone
free to reject-for himself-books of-which
approve, he cannot exercise this right of censorship to
restrict the freedom to read'tO otherS.
d. This Commission defends the principles of the freedom
to read and declares that whenever censorship is
involved no book and/or library material shall be
removed from the library save under the ordersOf
court or competent Jurisdiction.
This Commission adopts and declares that it will adhere
to and support=
1. The Library Bill of Rights, and
2. The Freedom to Read Statement adopted.bythe
American Library Association, both of which
are made a part hereof.
Gifts will be accepted with provisions as to addition tO.the
collection upon examination of materials. Non-usable gifts
will be given the disposition that is of most value tot he
library.
PUBLIC
Cooperation will be given to other libraries to advance the
usage of all librflries and to provide additi
