for this project and award to the lowest bidder is in the best interest of
the Citq, and
WHEREAS. the award c: the contract is subject to EPA and DEC epproval.

Re: Bids for the Ser~age Treatment Plant Expansion
4te have completed our review of tne bids received on Apri1 3, ?980 for
the construction of the sewage treatment plant expansion. A summary o~
the bid tabulation is included as an attachmen~ to this Tetter.
The bids for this pro~ect were submitted on a lump-sum basis with unit
price amounts for authorized overQxcavation. The bas;s for award is the
lovrest total ]ump sum bid plus the extension of the unit price for the
estimated 60Q cubic yards of author9zed overexcavation from a responsible
bidder.
?he low bidder, Brown Construction Company & Associates, JV, is a joint
veniure betvreen arown Construction Coinpany, Inc. of Kenai and Tanana
~~lechanical, Inc. L~oth cantractors have experience v~ith pro~ects af
similar magnitude and appear to be responsible didders capable cf
acquiring the required bonding.
Based on the information we h~ve reviewed, we can see no reason why tha
City of Kenai should not award the sewage treatment plant expansion
contract to Srorm Construction Company & Associates, JV. Regulatory
