WHEREAS, the City of Renai has been offered a qrant in the amount of $2,100,000 from the State of Alaska for the purpose of road improvements, including water and sewer, and WHEREAS, the State of Alaska requires that this grant be accepted by the Council of the City of Renai by resolution. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RENAI, ALASRA that this qran~ (grar.t number 8-055) in the amount of $2,100,000 from the State of Alaska be hereby accepted. This would iuclude the ~ ' aecessary water, sewer and street lighting that would have to be iastalled . prfor to completion of pavfng. Improvemeats would include water, sewers, I street lighting, sidewalks, storm drainage, curbs and gutters, seeding, ' traffic control markings, aigning, paving, public parking areas, and other i miscellaneous items. These commercial, iadustrial and other roads would include parking improvements in and around public buildings. GRMIT fANDITIOFIS. The 6rantee• (1) will spend the ~rant only for the nurposes specified above. (2) will allow on request, an audit by the SLa*_e of the uses maAe of the granL. (3) assures that, to the extent consi:tent with the puroose of the appropriatfnn. the facilities and services provfded with the grant witi he available for use oF the qeneral puhlic. (4) witl retarn to the State a11 grant funds received for c onstruction of a aublic facfl~ty if the State, uport reviewing the docurientation provided and other evidence, deterr~ines that substantial, ongoinq work on the oro~ect has not begun hefore '~ay 31, 1985. (5) will, for all grants for construction of a oublic facility, operate and maintain the facility for its ~ractical life and that it will not look to the State to operate or maintain the facility or pay for its operation or r.~aintenance. (6) will provide the State, annually and within 90 days of proiect canpletion or fina] payrient, whfchever comes ~irst, with a"financial reoo rt" on a coay of the forr~ provided in exhibit 1. (7) will, if the grant raney fs being paid in monthly fn- stallr~ents, subnri t a monthly "financial report" on a for.n as shorm in exhibit l. {8) will retain for a oeriod of 3 years after proJect cam- pletion all contracts, invoices, riaterials, payrolls, personnel records, conditions of enpTovr.ient, anr! atfier data relating to matters covered by the grant. , (9) will return a11 unexpenAed grant ~nies Lo the State within 90 days of pro.iect campletion. ARTICLE II. TER1S OF PAYMENT. For all vrants of E1~0,000 or less, 20 percent of the qrant shall be paid to the grantee, as an advance, within 10 days of the effective date of this aqree!ient. The r~ainder of the arant wi11 he t~aid in a iump sum 30 days later unless other~rise re~ested by the grantee. For all graats of 3100,000 or greater, 20 percent of the arant shall be paid to the grantee, as an advance, within 10 days of the effective date of thfs agreement. The renainder of the grant will be paid: (1) in ranthty installr.ents eaual to the amouni of qrant money the grantee expended in the previous month.
