CITY OF KENAI RESOLUTION NO. 81-113 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA AWARDING THE BZD FOR NIGHT VISION DEVICE TO NORTHERN SECURITY. WHEREAS, the following bids were received for the above mentioned device on October 29, 1981. BIDDER BID PRICE Davis Company $5,046.00 Northern Security $5,292.00 Audio-Video $5,316.00 WHEREAS, the low bid did not meet specifications, the recommendation from the Police Department is to award the bid to Northern Security for the amount of $5,292.00. WHEREAS, sufficient Federal Revenue Sharing monies are appropriated. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RENAI, ALASKA, that the bid for night vision device be awarded to Northern Security for the amount of $5,292.00. It pertains to lack of representation by the first class cities on the borough .assembly and generally expresses a desire for a re- apportionment plan that takes this into consideration. Sufficient evaluative time has passed far the current re- apportionment plan, and in our minds the lack of direct repre- sentation from the first class cities is extremely detrimental to progress for both governments. We are interested in =_~ _ ~,; a p1aFi that will insure first class cities of representation. Affirmation of the current system was on the October ballot, ., i however it was not adequately explained to voters nor was -> ;~; ; there any attempt to educate them that there can be alternatives to this system. For your information a copy of the sample ballot is enclosed. I3nderstand, that the Council does not a?].ege illegalities here, however wishes the Department to • ~, ~ know that the positive vote of the people does not necessarily '.
