RESOLU~XON NO. 89-15
A RESOLUTION OF THE COUNCIL'OFTHE CITY OF KENAI, ALASKA,
REQUESTING THE 16TH ALASKA STATE LEGISLATURE TO ENACT
COMPREHENSIVE TORT REFORM LEGISLATION.
WHEREAS, Alaska's voters demonstrated their strong support for
tort reform by passing Ballot Measure No. 2 enacting p~re several
liability in the 1988 General Election by an overwhelming
majority of 71.8 percent, and
WHEREAS, it is

reforms needed if Alaska is to have a c~v=l justice system that
will get a higher proportion of damage payments into the hands of
plaintiffs while protecting the rights of defendants and the
public whiCh ultimately pays the bills, and
WHEREAS, Alaska's Civil Justice System is adding to the high cost
of obtaining adequate insurance coverage thereby jeopardizing the
ability of local governments to provide the facilities and
services Alaska communities desire and need, and
WHEREAS,.-the-16th-A1aska.~State-..hegislature has the-opportunity to
enact comprehensive legislation that will result in a justice
system that will best serve the interestof"a11 Alaskans.
NOW, THEREFORE, BE IT RESOT.VED BY THE COUNCIT. OF THE CITY OF
KENAI, ALASKA that the City of Kenai urges the 16th Alaska State
Legislature to enact comprehensive tort reform legislation in

of February, 1989.
