A RESOLU'I"XON OF THE cOuNcIL OY TIIS
RECOIq~t, IDXNG TO TSS ALASKA LEGXSLATURE THAT NUNXCXPAL
ASSISTANCE AND REVENUE SHARING BE FUNDED AT THE 2986 ~BVELS.
WHEREAS, the negative Alaska economic situation has
dramatically aflected the ability o£ local governments to
provide basic public services, and
WHBRRAS, local government revenues have been reduced in each
of the last two years by declining assessed values,
decreasing sales tax revenues and by the State of Alaska
reducing municipal assistance and revenue sharing to local
governments, and
#HSREA8, the maintenance o£ a basic level of local
government and employment is a prerequisite to local
economic recovery, and
WHBRSAS, local governments faced with these reductions in
their sources of revenue have and continue to reduce
expenditures and budgets and increase efficiency and rely
more heavily on local resources than in the past, and
I~HEREAS, local governments and the citizens of local
government want to maintain the present level of services
being provided to the citizens o£ their communities and at
the same time are extremely opposed to increasing local
taxes, and
#HEREAS, local governments represent the same constituency
that members of the Alaska Legislature represent.
NOW, THEREFORE, BS IT K~SubVED BY THE COUNCI~ OF THE CITY OF
KSNAI, ALASKA, that the Kenai City Council urges the Alaska
Legislature to support municipal assistance and revenue
sharing funding at the 2986 level in order to £orest&ll
major local ~ax increases and/or mator reductions in
....... ~e~ces'thal'are'now being' provided to-local citizens.
