HERB&S, the present law provides for the distribution of the fish tax monies on the basis of · formula which gives the State 50~, unified municipalities 50~, cities within second class boroughs receive 25~ and second class boroughs receive 25~, and #HHR~.~S, it was the intent of the original legislation to permit those funds to be used to enhance the fishing industry, and I, IERE&S, second class boroughs have no powers by which they can enhance the fishing industry, i.e, lack of power to build docks, boat ramps, provide fueling facilities, develop fishing industrial parks, build roads to fishing sites, provide water and sewer and providing emergencF medical facilities to or for the employees o~ the processors, etc., and ~IlH~EAS, cities within second class boroughs have ell of the necessary powers to provide those services £or the enhancement o~ the fishing industry, the borough should not share in 25~ of the fish tax collected in those cities, but the cities should retain the 50~ share the State is not entitled to, and ~HEREAS, this formula change does not eliminate second class boroughs entitlement to 50~ of the fish tax collected by processors outside of cities within that borough, and ~HEREAS, this would appear to be the more equitable and reasonable distribution o~ the f~ds that were specifically ;.,:,.,.,, ,.f:..,::~:,.:; renewable resource indust~ies ~or the' benefit o~ all Alaskans. ;~:f..,.' . :...,:.% ...:..,:f ,. %"'.' L_ NOW, THEREFORE', DE XT RESOLVBD B~ THE COi~CXL OF THE CXTY OF KKNAZ, ALASKA, that the Alaska ~eS~slature is hereby urged to make the appropriate amendments in the present fish tax law that will permit municipalities in socond clans boroughs to have additional funds £or which they can, in cooperation with the processors, co~mercial fishing fleet and sports fishermen, continue to invdst in tho improvement and enhancement and perpetuation of the f~shing industry in the state of Alaska. By this resolution, it iselso hoped that the cities of Seldovia, Homer, Seward and Soldotna will Join with the City of Kenai in support of a resolution with the sane intent and desired result as this resolution.
