HomeMy WebLinkAboutRESOLUTION 1987-05 Suggested By: CX'~ OF ~BOLUTZON Mayor #illiams I ! A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, SUPPORTING THE KENAI P~NINSULA CO~IYY COLLEGE. WHEREAS, the Kenai Peninsula Community Collego has been legally established between the Kenai Peninsula Borough School District Board of Education and the University of Alaska Board of Regents; and, WHEREAS, the impetus for the founding, development, and growth of the College has emanated from the citizens, businesses and industry of the Kenai Peninsula; and, WHEREAS, the College has operated efficiently and effectively within the policies of the Regents through considerable citizen community involvement;and, WHEREAS, the Alaska State Legislature has fully funded degree programs, both college transfer and vocational/technical, and continue to do so at a level capable within the reduced revenue of the State, with such funds placed in the stewardship of the Regents; and, WHEREAS, the College has proven to be one of the most economically effective delivery systems within the University of Alaska system of community colleges by continuously delivering education at one of the lowest costs per unit in the State; and, WHEREAS, student enrollment has continued at a much higher level than most other community colleges within the State, thus showing the uniqueness of the college, its faculty and staff, and the pro, rams being presented~ and, WHEREAS, the reorganization of the University of Alaska adopted bF the Kegents erodes local control of programs specifically developed and accredited to meet the post secondary needs of the citizens, industry, and the Borough; and, WHEREAS, the new organization removes frontline service capabilities to address the local concerns and needs for college transfer and vocational training appropriate to the citizens of the Kenai Peninsula; and, L L II I ~HER~AS, the University of Alaska Statewide Administration has not demonstrated that significant reductions have been made in the administrative budgets in areas not related to instruction thus addressing legislative concerns and budget reduction requirements; and, ~HER~A$, the City Council of the City of Kenai believes the community's needs could be best met through a structure which provides programs and services determined by the local citizens to meet local needs. NO# THEREFORE, BE I? RESOLVED BY THE COUlffCIL OF THE CITY OF E~BNAI, ALASKA, that the University of Alaska Board of Regents be requested to reconsider its decision end allow the Renal Peninsula community which now has a community college to have self-determination whether or not the Kenai Peninsula Co=munity College should be maintained, become a learning center,, or be phased out completely; and, BE IT FURTHER RESOLVED that the City Council of the City of Kenai supports the establishment cf a structure which allows greater local determination, oversight and administration of funds allocated by the legislature in support of community college courses and vocational programs. This resolution supports the lenai Peninsula Community College and requests the University of Alaska Board of Regents to reconsider its decision to eliminate local control of the College and urges the Board of Regents to allow the Community College self-determination of whether or not the Kenai Peninsula Community College should be maintained, become a learning center, or be phased out completely.
