A RESOLUTION OF T~E COUNCIL OF THE CITY OF K~NAI, A~dtSKA, NAKING
APPLICATION TO TH~ F~DEFdtb ~MP~RGENCY W~qAGE/~ AGENCY FOR PARTICIPATION
IN THE NATIONAL FLOOD INSURP/~CE P~0GP~J~.
W~, certain areas lying within the City of Kenat are subject to
periodic flooding and. flood related erosion from streams, rivers, and
the inlet, causing serious damages to properties within these areas~ and
~REAS, relief is available in the form of Federally subsidized flood
Insurance as authorized by the National Flood Insurance Act of 1968~ and
WHEP~AS, it is the intent of the Council of the City of Kenai to re~u/re
the recognition and evaluation of flood hazards in all official actions
relating to land use in the flood plain areas having special flood
hazards; and
W~P~.JtS, this body has the legal authority to adopt land use and control
measure to reduce future flood losses pursuant to AS29.35.250.
NOW, THeReFOr, BE IT R~SOLV~D BY THE COUNCIL OF THE CITY OF K~,
ALASKA, THAT:
Section 1: Assures the Federal Insurance Adm/ntstration that it
will enact as necessary, and maintain in force for those areas having
flood or flood related erosion hazards, adequate land use and control
measures with effective enforcement provisions consistent with the
Criteria set forth in Section 1910 of the National Flood Insurance
Program-Regulations; and
Section 2: Vests the City Manager or his designated Administrative
Official with the responsibility, authority, and means to:
(a) Delineate or assist the City Manager, at his request, tn
delineating the limits of the areas having special flood and/or flood
related erosion hazards on available local maps of sufficient scale to
identify the location of building sites.
(b) Provide ~ucn information as the Administrator may request
concerning present uses and occupancy of the flood plain area.

(c) Cooperate with Federal, State, asd local agencies and private
finns which undertake to 8tud~, survey, m~p, ~nd identify flood plain
~rea8, ~nd cooperate with neighboring c0~un~ties with respect to
· ~naqe~ent of adjoining flood plain ~nd £1ood re~ated e~osion areas in
order to prevent aqgrav&~ion of e~st&ng hazards.
(d) Sub.it on the asniversar~ date o£ the co~unity's initial
eligibility an annual report to the ~l~tntst~ator on the pro~rsea made
during the pest year within the co~e~nitl~ in the de"elol~ent and
~pl_~___~_ntation of flood plain area n~n~g~nt ~easures.
Section 3: Appoints the l~[ld&ng Official or hie designated agent
to maintain for public inspection and to furnish upen request a record
of elevations (~n relation to mean sea level) of the lowest floor
(~clud~mq basement) of all new or substantially improved structures
located &n the special flood hazard areas. If the lowest floor ia below
grade on one or more sides, the elevation of the floor L"~_.._~iately above
must also be recorded.
Section 4: Agrees to take such other official action as n~¥ be
reasonably necess~ to car~ out the objectives of the proqr~n.
