A RSSOLtFFION OF THE COUNCIL OF THE CITY OF F~AI, PROVIDING FOR
SUBMISSION TO THE QUALIFIED VOTERS OF THE CITY OF K~NAI AT THE
REGUBAR OCTOBER 6, ~987 EBECTION, A PROPOSITION FOR THE PURPOSE
OF &I~DING SECTION 9-3 OF THEK ENA~ MUNICIPAL CHARTER TO PROVIDE
FOR ~ INCENSED FIN~ FOR VIOLATION OF THE I~NAI ~I/NIClPAL CODS.
~E~F~S0 in£1ation since the adoption of the Kenai Municipal Code
has caused the present fine limitation to become less effective;
end,
WHERF~S, the current Charter limitation of $300.00 on fines for
violations of the Renal Hunicipal Code is no longer an adequate
deterrent to prevent violations of the City Code; and,
~HERKAS, it is the desire of the City of Kenai Council, in order
to protect the health, safety and welfare of tAe citizens of the
City of Kenai to increase the penalty for violations of the Kenai
Municipal Code.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
KENAI, AI.~S~, that the following proposition be submitted to the
qualified voters of the City of Renal at the October 6, 1987
regular election in substantially the same form es set out below.

Resolution 87-56
The Legal Department drafted the above-referenced resolution in
an attempt to raise penalties under the Kenai Municipal Code.
The matter must go to the voters as required by the Charter.
It should be noted that the matter is being hand-carried to the
Council because it has just come to the Legal Department's
attention that the Borough Clerk will be on vacation and the time
which was originally intended to bring the matter before Council
has now been changed and the matter needs to be acted upon
immediately.
The Legal Department was only informed on August 18, 1987 that it
no longer had until September 1, 1987 to submit the attached
resolution and that the matter had to appear before Council On
August 19, 1987.
