Incorporation of comments by John Wise and Leo Oberts reoardlngport and harbor improvements. Add the following paragraph after the last paragraph on ~age 6: Growth In the Kenal fishing Industry could be stimulated in port by needed Improvements in fish unloading facilities. An adequate corOo dock could attract boats to Kenai proccasore and Increase local fish haul taxes. If adequate launch facilities were al~o provided for recreational craft, Kenal residents and visitors could capitalize upon its near-shore halibut and king salmon fisheries. 'Thus, port Improvements could create spin-off benefll~ for the hotel industry, air services, and other visitor attractions. Add the following paragraph after the third full paragraph on page 7: As discussed under the above section on commercial fishing and ~eafeod processing, there may be a particular opportunity to make port and harbor Improvements which would etlmulato growth of the Cook Inlet recreational fishing Industry. The halibut fishery at Kenal la reportedly as good es at Homer, but Kanal Is much closer for Anchorage residents. Harbor Improvement~, coupled with o tourism campaign could make Kenai much more competitive for this mroational fishing market. Add the following action under guideline 2 on page 12: d. Prepare a port and harbor maetor plan to support expansion of commercial lfld recreational fishing (sea alee Guideline 23). 'CIW of Kenal -- May 12, 1986 .i.~, '~ ~'" ::' ' Page Comment by Le~ Obert about flexible sits planning for larger parcels. Add the following action under guideline 7, page 25: Applicants would be required to submit a meatsr development " plan stipulating requested zoning for eubareas. Other compre- hensive plan guidelines and special new criteria would become the basle for approval of this form of contract zoning. Comments on F. Site Plan Review Overlay, page 30. This section ' discusses environmental conditions as a basis for comprehensive planning. Guideline 12 Is a general statement of principles about land use sultabillty.
