CITY OF KENAI
RESOLUTION N0. 85-11
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA,
AWARDING A CONTRACT TO KASPRISIN DESIGN GROUP FOR THE
REDEVELOPMENT PLANNING STUDY FOR THE KENAI ORIGINAL 10WNSITE AND
EAST ADDITION IN THE AMOUNT OF $15,000.00.
WHEREAS, the Kenai City Council appropriated 515,000 per
Resolution 84-120 to fund the referenced planning study of the
Old Town area, and
WHEREAS, the City of Kenai prepared and advertised a Request For
Proposal pertaining to this project, and
WHEREAS, the Kenai City Council identified the two most qualified
consultants who submitted a formal proposal, and
WHEREAS, the Kenai City Council held a work session on January
10, 1985 for the purpose of interviewing these two consultants
(Kasprisin Design Group and Livingston Sloan) and discussing
their proposals in greater detail, and
WHEREAS, Kasprisin Design Group is the consultant best qualified
to perform the requested services based upon the submitted
written proposal and presentation offered to Council at the
referenced work session, and
WHEREAS, Kasprisin Design Group has exhibited expertise in
community planning/design projects involving small towns in
Alaska and the Pacific Northwest emphasizing redevelopment in
historical and waterfront areas; committed qualified project
personnel and resources to accomplish the required work tasks
encompassed in the proposal; and demonstrated a knowledge of
appropriate funding sources and development strategies related to
the anticipated final product.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
KENAI, ALASKA, that a contract be awarded to Kasprisin Design
Group for the redevelopment planning study for the Kenai Original
Townsite and East Addition in the amount of $15,OOO.OD.

REQUEST FOR PROPOSAL
REDEVELOPMENT PLANNING STUDY FOR
KENAI ORIGINAL TOWNSITE AND EAST ADDITION
CITY OF KENAI
Introduction
The planning study area consists of the Kenai Original Townsite
and East Addition, Kenai Alaska (U.S.S. 2970 A and B and U.S.S.
3025 A & B). This is the oldest settlement area within the City
and several historical sites are located within this boundary.
The City of Kenai proposes to contract for the preparation of a
planning study to analyze the development potential of the Old
To~:n area. The objective of the study is to identify means by
which the City can coordinate development in this area
characterized by narrow rights-of-way, substandard sized lots and
vacant properties.
A budget of $15,000 has been established by the Kenai City
Council to accomplish this project.
A. Inventory and analysis of study area:
1. Land Use: Inventory and map existing land uses and
categorize into the following classifications -
singl.e-family residential, multiple-family residential,
commercial, industrial, public and vacant. All
constructed and City-maintained streets are to be
shown. Points of interest and landmarks also must be
indicated. The existing bluff line within the study
area needs to be established.
t. Land Ownership: Verify the ownership of all land
parcels within the study area. Categorize by public
(City, Borough, State or Federal) or private
designation.
8. Development plan and i.mGlementation:
Formulate three alternative approaches to redevelopment
within the study area. Analyze various development
coordination approaches available to the City of Kenai for
accomplishing such proposals. List all available grant
programs and other funding sources available to the City in
conjunction with these development programs.

Proposal Content
The follo wing information must be included in the proposal in
order to be considered:
A. Resume of the consultant's experience in equivalent projects
including relevant work examples.
B. Names and supporting resumes of all consultant personnel
to contribute to the project.
C. Project outline, including a detailed description of all
work tasks, methodology for accomplishing these tasks and a
timeline for the project with an hourly breakdown for all
project personnel.
D. Description of the final work products to be produced.
E. Total cast of project.
Proposal Deadline
The proposal must be received by the City of Kenai no later than
November 28, 1984 at 5:00 p.m. All proposals must be submitted
