RESOLUTION NO. 83-134
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA,
AWARDING A CONTRACT FOR PROJECT MANAGEMENT, COORDINATION,
SURVEYING, TESTING, AND ENGINEERING INSPECTION SERVICES TO
PROFESSIONAL DESIGN ASSOCIATES ON THE TWO PROJECTS ENTITLED:
1) KENAI AIRPORT PARKING LOT IMPROVEMENTS AND 2) KENAI MUNICIPAL
AIRPORT RAMP OVERLAY AND ITINERANT AIRCRAFT PARKING FOR
NOT -TO -EXCEED AMOUNTS OF 1)$39,066.80 and 2) $39,837.68
RESPECTIVELY.
WHEREAS, the City of Kenai received proposals from Professional
Design Associates and Mike Tauriainen, P.E., and
WHEREAS, Professional Design Associates and Mike Tauriainen, P.E.
are the engineering firms that worked on the design phase of -
these two projects and may be somewhat more familiar with these
projects, and
WHEREAS, the Public Works Department and the Council of the City
of Kenai feel that it is in the best interest of the City of
Kenai to award this contract to Professional Design Associates,
and
WHEREAS, sufficient funds have been appropriated.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
KENAI, ALASKA, that a contract be awarded to Professional Design
Associates for Project Management, Coordination, Surveying,
Testing, and Engineering Inspection Services on the two projects
entitled, 1) Kenai Airport Parking Lot Improvements and 2) Kenai
Municipal Airport Ramp Overlay and Itinerant Aircraft Parking for
not -to -exceed amounts of 1) $39,066.80 and 2) $39,837.68
respectively subject to approval by FAA.
PASSED BY THE COUNCIL OF THE CITY KENAI, ALASKA, this 21st day
of September, 1983.

Kenai Airport Projects
Dear Keith:
Professional Design Associates (PDT,) is pleased to submit
the following proposal to provide professional services for
contract administration of the Kenai Airport Vehicle Parking
and the Kenai -Airport Ramp Overlay and Itinerant Aircraft
Parking Projects. The proposed projects are well within our
company capabilities.
We feel that the firm is particularly qualified for this
project having accomplished the design portion of the Kenai
Airport Vehicle Parking project and we specialize in projects
j of this nature.
As per your request, the proposal is structured and pre-
sented as follows:

PROPOSED SCOPE OF SERVICES
The project requires the complete contract administration,
and inspection for the construction of the Kenai Municipal Airport
Vehicle Parking Lots and the Kenai Municipal Airport Ramp Overlay
and Itinerant Parking. The construction office will be locazed in
our company office at the Kenai Professional Building approximately
four(4) blocks from the project area.
PDA will provide competant personnel to perform the required
functions of the project. Gaiy J. Silvers, P.E. is designated
project manager with Chuck Swenor, C.E.T. as project inspector.
Tony S. Brown will be available for inspection relief. Additional
staff is available should project conditions dictate. We propose
to accomplish the project monitoring on a standard five(5) day,
40 hour work week.
On site materials testing -will be accomplished as the project
dictates. For densities and compaction it is proposed to utilize
our inhouse nuclear densometer. Random gradation tests will be
accomplished for borrow material both in place and at the source.
We propose that the City authorize at least one(1) week ad-
vance time to set up the project records system.
EXCEPTIONS TO THE PROPOSAL
Double shifting of the contractors work force and the occurance
of a failure in the field is not included in this proposed Scope of
work. If they occur, a revised scope of work will be required.
